Job description

GENERAL PURPOSE
To oversee daily operations of multiple aquatic facilities to include staffing, maintenance, operational budget, recreation programming. To plan, develop, implement and evaluate aquatic programs, related special events, athletics and recreation programming for a wide variety of ages within the Recreation Services Division.

SUPERVISION EXERCISED
Directly supervises employees and oversees seasonal employees.CORE COMPETENCIES:
Oversee daily operations of multiple aquatic facilities.
Responsible for implementing and finalizing the work schedule for assistant aquatics supervisor, seasonal pool managers, cashiers, water safety instructors, and lifeguards.
Hires, trains, and supervises aquatic and athletic program staff and contracted class instructors. Trains and certifies aquatic personnel for lifeguard and water safety instructor certification.
Evaluates employees’ job performance and make recommendations for improvement.
Prepares employee payroll and ensures accuracy.
Attends annual conferences to bid on athletic events to be hosted in Killeen.
Manages and supervises the planning, development, implementation, promotion and evaluation of aquatic programs, athletic programs, recreation programs and special events for a diverse group of people.
Conducts comprehensive research and surveys to provide greater insight into the efficient operations of the athletic program and to gauge public satisfaction with programs and services.
Addresses customer service issues related to employee performance and facility conditions at multiple aquatic facilities and athletic programs.
Implement and supervise a comprehensive American Red Cross swim lesson program.
Maintains detailed accurate records/statistics related to usage of multiple aquatic/athletic facilities, programming and chemicals for federal and state compliance.
Schedules and maintains all building and equipment maintenance for multiple aquatic/athletic facilities.
Implements and supervises a comprehensive American Red Cross Longfellow’s WHALE Tales Water Safety Program for Children .
Schedules and oversees yearly community aquatics events.
Schedules and manages after hour rentals and pavilion rentals.
Creates and manages monthly and annual aquatic report(s), focusing on the core elements of aquatic operations.
Maintains statistical data on program participation. Completes evaluations and surveys and maintains records as required.
Maintains and manages any/all inter-local agreements that pertain to joint use facilities and youth/adult athletics.
Maintains inventory of supplies and equipment.
Prepares and recommends program budget requests, cost estimates, and justifications for needed equipment, supplies and personnel and makes proper purchases.
Develop, implement and enforces policies and procedures for staff, swim team members, instructors, volunteers, and general public.
Create, develop, and implement safety training for aquatic personnel (In-service trainings).
Handles/manages emergency situations.
Creates, develops and implements operational manuals related to safety and aquatic
facility operations.
Drafts and implements annual operating budget to ensure compliance with city policies and procedures.
Ensures expenditures are done in compliance with approved budget and do not exceed available funding.
CITY OF KILLEEN POSITION DESCRIPTION
Aquatics/Athletics Program Manager
Performs a variety of miscellaneous duties such as answering phones, typing correspondence, running errands, picking up supplies needed for activities, conducting activities for participants, and making arrangements for projects.
Possesses and maintains a valid driver's license and comply with City of Killeen driving policy.
Serves as a member of various city employee committees, as assigned.
Assists staff in the performance of their duties as required.
Other duties as assigned.

EDUCATION AND EXPERIENCE:
Bachelor’s Degree from an accredited college or university with major coursework in Recreation Administration, Physical Education or related field, Five (5) year experience in Aquatic Classes and Programs, Aquatic Facility Management, Special Events, Athletic Programs or Revenue Based Programs; or
Any equivalent combination of education and experience.

KNOWLEDGE, SKILLS AND ABILITIES:
1. Thorough knowledge of aquatic/athletic/recreation facility management.
2. Aquatic planning, lifeguard training, aquatic risk management and rescue technology.
3. Swimming pool water chemistry; swimming pool filtration and circulation systems.
4. Knowledge of athletic programs, sports field management and scheduling.
5. Personnel procedures and policies.
6. Budgeting and purchasing procedures.
7. Working knowledge of the principles and practices of office management, work organization and supervision.
8. Ability to coordinate, analyze, and utilize a variety of reports and records.
9. Ability to communicate effectively, verbally and in writing.
10. Ability to establish and maintain effective working relationships with employees, supervisors, other agencies, and the public.
11. Maintains regular and punctual attendance.

SPECIAL REQUIREMENTS
Must have a valid driver's license by date of hire.
Must obtain and maintain a Texas Driver's License within 90 days of hire.
Must possess NRPA Certified Pool Operator License or Aquatic Facility Operator License, American Red Cross Water Safety Instructor Trainer Certification, American Red Cross Water Safety Instructor Certification, American Red Cross CPR, AED and First Aid certification, American Red Cross Lifeguard Instructor and current lifeguard certification, and American Red Cross Lifeguard Instructor Trainer within 1 year of hire.
Must be available to work weekends, and various hours to oversee various events and activities and to attend meetings.TOOLS AND EQUIPMENT USED
Various swimming pool filtration and circulation systems. Personal computer, calculator, copy and fax machine, phone, base radio unit, television, DVD player, and overhead projector.
