Sr. Acquisition Program Analyst

Position Overview:

Nationwide IT Services (NIS) is seeking a Senior Acquisition Program Analyst (APA) for our STAQSS II contract.

The STAQSS II contract supports the Secretary of the Air Force for Acquisition (SAF/AQ). The objective is to provide specialized expertise to complement the organization's resources for effective mission accomplishment, innovation, and technical competence. The contractor shall support acquisition and sustainment efforts to assist Government organizations.

Responsibilities:
  1. Support Headquarters Air Force (HAF) budget preparation, defense, SAE oversight, decision-making activities, and PEO program execution of aircraft platforms.
  2. Maintain and analyze planning, scheduling, and management data.
  3. Study, analyze, and recommend on requirements, acquisition strategies, program documentation, transition plans, and program execution.
  4. Provide assessments of programs approaching milestone decisions and of contractor issues.
  5. Research and analyze program trends, identify issues, and recommend solutions.
  6. Make recommendations on funding allocation, program goals, objectives, schedules, and direction.
  7. Track compliance with program directives and identify issues.
  8. Research programmatic issues and tradeoffs regarding capabilities, costs, and schedules.
  9. Review and recommend on Air Force acquisition policies and their implementation.
  10. Evaluate policies and activities affecting acquisition programs and capabilities.
  11. Maintain historical documentation and develop summaries, briefings, and training materials.
  12. Provide quick analyses of critical issues for Congress, OSD, Joint Staff, HQ USAF, MAJCOM, NATO, coalition, or bilateral activities.
  13. Prepare PPBE documentation to accurately reflect current programs.
  14. Support HAF review processes such as AFROCs, JWCAs, DABs, Congressional cycles, ASPs, AFRBs, CSBs, GAO reports, etc.
  15. Review and document MDR and FOIA requests.
  16. Monitor ongoing studies and developmental work related to weapon systems.
  17. Assist in program-specific efforts like CONOPS, CDDs, CPDs, IERs, and requirements groups.
  18. Provide data for legislative hearings, program documentation, briefings, Congressional visits, and ensure consistent Air Force positions.
  19. Perform other related tasks as coordinated with the COR.
  20. Support POM & PPBE processes.
Qualifications:
  1. Active Top Secret Clearance with SCI eligibility.
  2. Master's degree in Business, Finance, or Engineering.
  3. At least 10 years of acquisition experience in a System Program Office or Air Force HQ.
  4. Experience with DoD PPBE process, including budget documentation and analysis.
  5. Proficiency in MS Word, Excel, and PowerPoint.
Work Experience Substitutions:
  1. 12 years of relevant work experience may substitute for a Master's degree.
  2. BA/BS plus 8 years relevant experience may substitute for a Master's degree.
