Job summary

Rockingham County is seeking a qualified professional to perform tax assessment work across Land Use, real property, personal property, and transient occupancy tax. The role requires 2-4 years of Real Estate assessment experience and a High School Diploma or GED, with an office-based role and occasional site visits.

A valid driver’s license is required. You will complete land use real estate assessments, verify qualifications, calculate roll-back taxes, process abatements, and assist taxpayers

Qualifications

• Knowledge of modern real estate and personal property appraisal and assessment practices.
• 2–4 years of Real Estate tax assessment experience.
• Strong written and verbal communication skills.
• Proficient with GIS mapping and standard office software.

Responsibilities

• Perform Land Use and Real Estate tax assessment including data collection.
• Review land use applications and verify qualification standards.
• Calculate roll back taxes and process real estate abatements.
• Review real estate transfers and prepare notifications for Land Use renewals.
• Assign property values using soil type with GIS mapping.
• Assist with Transient Occupancy Tax filings and payments.
• Answer inquiries in the Real Estate Assessment office.

Primary Work Location: Office setting with ability to perform site visits
Physical requirements: This is sedentary work requiring the exertion of up to 20 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.

Job Summary

Perform professional and technical work for tax assessment purposes in the areas of Land Use, assessment of real property, personal property and transient occupancy tax.

Essential Job Functions

An employee in this position may be called upon to do any or all the following essential duties:

Complete Land Use Real Estate tax assessment by:

• Review of new land use applications and collection of data for subject parcels
• Verifying qualification standards are met for subject parcels
• Calculation of roll back tax liabilities and processing of real estate abatements
• Reviewing monthly Real Estate transfers to prepare notification letters and process Land Use application renewals
• Assigning value to the property by soil type using GIS mapping
• Conducting a county-wide Land Use revalidation every six years

Establishing personal property values in the following categories:

• Recreational vehicles, manufactured homes, alternate transportation

Assist in administering the Transient Occupancy Tax by:

• Assisting Transient Occupancy Taxpayers with the calculation and completion of quarterly filing forms
• Processing and submitting quarterly TOT payments to the Treasurer’s Office

Assist the Real Estate Assessment office processing supplementals and abatements

Answering a wide range of inquiries in the Real Estate Assessment office:

• Inquiries include questions pertaining to Land Use, Real Estate transfers, assessments and tax mapping

Knowledge

• General knowledge of modern Real Estate and Personal Property appraisal and assessment practices and related regulations and laws
• General knowledge of laws and regulations related to Real Estate and Personal Property appraisal and assessment
