Qualifications

  • High school diploma or equivalent; specialized training in appraisal or related field preferred.
  • Experience or training in property appraisal or assessment is desirable; typically 1–2 years.
  • Must possess or be able to obtain a valid Georgia driver’s license.
  • Must meet certification requirements as mandated by the Georgia Department of Revenue.

  • Conducts field reviews with property owners to collect data.
  • Takes and uploads photos; enters appraisal data into systems.
  • Collects data for property appeals; analyzes sales ratios and identifies comparables.
  • Prepares and defends the county’s position on appeals; stays current on appraisal laws and procedures.
  • Assists the public in person and by telephone; answers questions and addresses complaints.
  • Maintains cost tables and conducts disaster assessments.
  • Performs research on unreturned personal property accounts and deeds; assists with transfers and sales data.

Job description

This is a full-time position with benefits. This position participates in the appraisal of property for ad valorem tax purposes. An employee in the position will be classified as Appraiser I, II, III, or IV depending upon certification level. Certification Level II or higher is preferred.

Major duties include but are not limited to:
  • Participates in compilation of the annual property tax digest.
  • Obtains and reviews building permits referencing the real property parcel number.
  • Conducts field reviews to include notification and consultation with property owner for the collection of data.
  • Takes and uploads property pictures, entering all appraisal data.
  • Collects data for property appeals; analyzes sales ratios, identifies comparable properties, and prepares change or no-change letters for the appeal process.
  • Participates in preparing and defending the county’s position on appeals.
  • Stays updated on appraisal procedures, market trends, construction costs, and applicable laws, ordinances, and legislation changes.
  • Assists the public in person and by telephone; responds to questions, concerns, and complaints.
  • Helps build and maintain cost tables.
  • Conducts disaster assessments.
  • Maintains appropriate certification by attending assessment related training.
  • Discovers and catalogs new personal property accounts
  • Prints and mails annual personal property returns, reviewing returns and supplemental schedules to determine taxability
  • Appraises and enters values in computer, notifying taxpayers through assessment notices of any changes in values.
  • Processes and defends appeals
  • Performs research of unreturned personal property accounts.
  • Determines inactive accounts and rolls previous value to current value for active accounts.
  • Catalogs mobile homes to include annual inspections; appraises mobile homes utilizing mobile home valuation schedule with adjustments determined by sales ratio study.
  • Processes and defends mobile home appeals.
  • Processes vehicle appeals to determine adjustments based on high mileage or condition.
  • Reviews annual applications for Freeport Inventory.
  • Conducts audits of personal property accounts.
  • Administers Leasehold Tax Abatements.
  • Processes abatement/refund requests.
  • Acquires deeds and matches with real estate declaration documents for properties recorded by the Clerk of Superior Court; conducts research to determine the validity of sales and enters sales data; researches map parcel number for deeds and enters transfer of ownership data.
  • Assists others within the organization with deed searches, property transfers, and sales data.
  • Performs other related duties as assigned
MINIMUM QUALIFICATIONS
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work in addition to basic skills typically associated with a high school education.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
  • Ability to meet necessary certification requirements as mandated by the Georgia Department of Revenue.
