Qualifications

  • A bachelor’s degree and six years of relevant experience.
  • Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
  • Applicants must be currently authorized to work in the United States on a full-time basis.

Responsibilities

  • Manages and expands the Department’s comprehensive program of all real estate appraisal activities.
  • Leads the Department’s appraisal functions, ensuring accurate, timely, and compliant valuations for right-of-way acquisitions for capital projects; cases before the NY State Court of Claims; rentals; property disposals; and other functions
  • Approves determinations of fair market value and just compensation; resolves complex appraisal issues
  • Develops policy; provides guidance and technical direction
  • Directs and supervises appraisal and appraisal review staff; coordinates and leads training; mentors; resolves employee concerns; manages daily operations; sets schedules
  • Reviews staff- and consultant-prepared appraisal reports for completeness, accuracy, methodology; and conformance to USPAP and all applicable laws and regulations
  • Reviews and approves invoices; manages consultant appraiser relationships and contracts; maintains Department records
  • Represents the Department in dealings with federal, state, and local agencies and officials
  • Performs the full range of supervisory duties
  • May serve as a technical expert in legal proceedings or in other legal matters involving real estate valuation
  • Present at statewide meetings
  • Assignment may require working out of regional offices statewide.
