Position Highlights
The Mel and Enid Zuckerman College of Public Health (MEZCPH) invites applicants to apply to join our team as an Applications Development Programmer Analyst I (Temporary). Primary responsibilities include work on i-detect, a One Health participatory surveillance platform where community members report health events in people, animals and the environment, for early detection of public health threats. The Front-end Engineer builds the parts of i-detect that participants and health departments see and use, from registration and reporting to maps and weekly reports. The role works with the product owner to turn user stories into wireframes and working screens.
Duties & Responsibilities
- Develop and maintain front-end and back-end components of the i-detect web and/or mobile platform.
- Build functionality to support the collection, management, processing, and visualization of self-reported participatory surveillance data.
- Develop and maintain databases, APIs, dashboards, user interfaces, and other system components required by the platform.
- Translate functional requirements, wireframes, and user feedback into working software features.
- Conduct software testing, troubleshoot technical issues, identify and resolve bugs, and perform ongoing quality assurance.
- Support integration of external data sources, APIs, mapping tools, analytics, and other technologies as required.
- Implement appropriate data security, privacy, access-control, and secure coding practices, particularly for community-reported health information.
- Optimize the platform for performance, reliability, usability, accessibility, and scalability.
- Document source code, system architecture, APIs, development processes, testing procedures, and technical decisions to support continuity and future development.
- Use version control and established software development practices to manage code changes, releases, and deployments.
- Participate in regular project meetings, demonstrations, code reviews, and development planning with supervising faculty and the broader project team.
- Incorporate feedback from faculty, public health subject-matter experts, users, and other stakeholders into iterative improvements to the platform.
- Support deployment, maintenance, updates, and troubleshooting of the platform throughout the project lifecycle.
- Perform other software development and technical duties related to i-detect as assigned by the supervising faculty.

- Ability to design for privacy, with clear consent screens and views that show each user only the data their role and jurisdiction allow.
- Ability to test the interface with participants and health department staff and improve it based on their feedback.
- Knowledge of API design, authentication and role-based access control, including rules for sharing data across state, county, city and tribal jurisdictions.
- Knowledge of privacy practices for health data, such as de-identification under HIPAA Safe Harbor, and how to apply them in database and API design.
- Skill in designing PostgreSQL schemas that bring together human, animal and environmental reports, including location data.
- Skill in building and evaluating LLM services with checks for accuracy and verifiable sources before results reach public health users.
- Ability to write tested, documented code and to review code from teammates and AI coding assistants.
- Knowledge of AWS services for hosting and protecting a web application (e.g., EC2, S3, IAM and backups), and of Docker Compose deployments on Linux.
- Knowledge of security and compliance practices for health data, including encryption, access logs, least-privilege access and de-identification (HIPAA Safe Harbor).
- Skill in building and maintaining CI/CD with GitHub, monitoring and alerting, and separate development, staging and production environments.
- Ability to plan and estimate work with the product owner in weekly sprints.
