Job summary

Diaconia LLC seeks an experienced Application Developer Lead to support the Office of Special Investigations. This full-time, in-person role is based in Quantico, VA, and involves leading architecture, design, and development of enterprise applications across Microsoft 365, SharePoint Online, and the Power Platform to support OSI mission systems.

You will collaborate with Government stakeholders, drive secure software practices, and guide Agile teams through SDLC, DevSecOps, and modern delivery

Job description

Requirements
Must have:
  • – We require an active Top Secret security clearance.
  • – We require U.S. citizenship.
  • – We prefer a bachelors degree in Computer Science, Software Engineering, Information Technology, or a related field, though equivalent professional experience may be considered.
  • – We need demonstrated experience leading enterprise application development teams supporting Federal or DoD organizations.
  • – We require hands-on experience with Microsoft Power Platform solutions, including Power Apps, Power Automate, Power BI, and SharePoint Online.
  • – We require experience building enterprise web applications, APIs, databases, and workflow automation solutions.
  • – We require experience leading Agile software development efforts using Scrum and Kanban.
  • – We require strong knowledge of software architecture, SDLC, DevSecOps, source control, automated testing, and CI/CD pipelines.
  • – We require experience gathering customer needs and converting business requirements into technical solutions.
  • – We require strong written and verbal communication skills, including the ability to brief both technical and non‑technical stakeholders.
  • – We require the ability to work on‑site every day.
  • – Preferred: Microsoft Certified Power Platform Functional Consultant Associate (PL-200).
  • – Preferred: Microsoft Certified Power BI Data Analyst Associate (PL-300).
  • – Preferred: Microsoft Certified Power Platform Fundamentals (PL-900).
  • – Preferred: Agile credentials such as CSM, PMI-ACP, or SAFe.
  • – Preferred: Experience supporting Department of the Air Force, DoD, or Intelligence Community enterprise applications.
  • – Preferred: Experience with Azure DevOps, Git, REST APIs, SQL Server, Microsoft Graph API, and cloud-native development.
  • – Preferred: Experience applying Zero Trust architecture and secure development practices.
  • – Preferred: Experience working in classified enterprise environments.
Responsibilities:
  • We lead the architecture, design, development, testing, deployment, and sustainment of enterprise business applications supporting OSI operations.
  • – We provide technical direction to application developers and act as the senior technical advisor for modernization efforts.
  • – We design scalable, secure, and maintainable application architectures for classified and unclassified environments.
  • – We establish development standards, coding best practices, documentation practices, and quality assurance procedures.
  • – We manage DAF365 SharePoint environments, including site collections, sites, hubs, libraries, lists, permissions, and governance.
  • – We design and build enterprise workflows in Microsoft Power Automate.
  • – We create Canvas Apps and Model-Driven Apps with Microsoft Power Apps.
  • – We develop Power BI dashboards, reports, semantic models, and data visualizations that support executive decisions.
  • – We integrate SharePoint, Power Platform, and enterprise data sources to streamline business processes.
  • – We develop solutions using Power Fx, DAX, Power Query, JSON, REST APIs, and Microsoft cloud services.
  • – We support requirement gathering, troubleshooting, end‑user support, and ongoing process improvement.
  • – We ensure solutions meet DAF governance, Zero Trust principles, and GCC/GCC High requirements.
  • – We lead full SDLC activities, including analysis, design, coding, testing, implementation, maintenance, and modernization.
  • – We develop secure web applications, APIs, backend services, and database integrations that support OSI mission systems.
  • – We perform enhancements, defect correction, performance tuning, and long‑term sustainment.
  • – We apply secure coding practices, remediate vulnerabilities, and harden applications.
  • – We coordinate releases, version control, configuration management, and production deployments.
  • – We prepare and maintain technical documentation, design artifacts, interface specifications, and operating procedures.
  • – We ensure application availability, reliability, scalability, and maintainability in line with contract objectives.
  • – We lead Agile delivery teams using Scrum, Kanban, and hybrid methods.
  • – We facilitate sprint planning, daily scrums, sprint reviews, retrospectives, backlog refinement, and release planning.
  • – We coordinate development priorities with Government stakeholders, Product Owners, and Program Management.
  • – We track schedules, technical risks, sprint metrics, and overall development progress.
  • – We support technical briefings, status reporting, executive presentations, and project documentation.
  • – We assist the Program Manager with planning, resource allocation, technical scheduling, and continuous improvement.
  • – We collaborate with cybersecurity, infrastructure, cloud engineering, networking, and operations teams to ensure successful integration.
  • – We review software design, code quality, architecture decisions, and technical implementations.
  • – We mentor developers and encourage knowledge sharing across the team.
  • – We support testing, validation, user acceptance testing, and deployment readiness.
  • – We ensure compliance with DoD, Department of the Air Force, and OSI security policies, software engineering standards, and configuration management processes.
Company:

Diaconia is seeking an experienced Application Developer Lead to support the Office of Special Investigations. This is a full-time in-person role with a salary range of $130,000 to $160,000 per year. We provide technical leadership across Microsoft 365, SharePoint Online, Microsoft Power Platform, custom web applications, and other mission-critical business systems in both classified and unclassified environments. Our team works closely with Government stakeholders and program leadership to deliver secure, reliable, and highly available enterprise applications that align with mission priorities, cybersecurity requirements, and enterprise architecture standards.
