Job summary

S.C. Department of Public Health is seeking a skilled programmer to perform complex programming, testing, and documentation for agency computer systems, with emphasis on CDES support.

You will configure and maintain web, mobile, and client/server modules, acting as a technical consultant to customers and staff. The role requires strong knowledge of information systems, SQL, XML, and security standards, with limited supervision and potential after-hours work.

Qualifications

  • State Minimum Requirements: High school diploma and work experience in modification and maintenance of system programs, the design and development of system software, or the testing and debugging of system software.
  • Agency Minimum Requirements: knowledge of information systems design, testing, debugging, analysis, integration, maintenance and security techniques; experience with SQL queries, stored procedures, and XML; strong analytical and writing skills.
  • Ability to communicate effectively both orally and in writing; ability to prioritize and complete multiple tasks; some after-hour and weekend work may be required.

Under limited supervision the programmer will perform in a team environment complex programming functions, assistance, and technical advice including configuration, writing, testing, and documentation to complex programming of agency computer systems in the Public Health Deputy Area. Emphasis will be placed on support of systems in the Communicable Disease Epidemiology Section (CDES). To include integration and monitoring of supporting backend system processes and solutions, documentation, and remediating and solving customer issues.

  • Analyze, design, program, implement, maintain, and provide technical support for Public Health applications and processes as assigned. Ensure maximum system uptime for critical components to ensure business continuity. Adheres to Information Technology and security standards. Emphasis on programming functions and supporting CDES systems.
  • Support, maintain, and/or modify web, mobile and client/server application modules, processes, and integration services for health program areas. Provide technical backup to other health modules as assigned. Adheres to Information Technology application development standards and security requirements.
  • Act as a technical consultant to customers. Work with other technology staff to ensure applications adhere to Information Technology application development standards. Work with program and analytics staff to ensure data and reporting needs are met and adhere to IT Security Standards. Assist with problem resolution.
  • Prepare and maintain system documentation for applications supported. Provide appropriate administrative documentation/project communication.
  • Other duties as assigned.
  • Employee will work under limited supervision. Must be customer-oriented and respond to priority tasks as needed. Some after-hour and weekend work may be required.
Minimum and Additional Requirements

State Minimum Requirements: A high school diploma and work experience in the modification and maintenance of system programs, the design and development of system software, or the testing and debugging of system software. An associate's degree or a bachelor's degree in a related field may be substituted for the required work experience.

Agency Minimum Requirements: Knowledge of information systems design, testing, debugging, analysis, integration, maintenance and security techniques. Experience in writing SQL queries, stored procedures, and XML. Strong analytical and problem-solving skills. Ability to communicate effectively both orally and in writing. Ability to prioritize and complete multiple tasks efficiently and effectively. Employee will work under limited supervision. Must be customer-oriented and respond to priority tasks as needed. Some after-hour and weekend work may be required. Minimal amount of travel will be required.

Preferred Qualifications

Bachelors Degree and one (1) year or Associates Degree and three (3) years of applicable software development and modification experience. Related experience may be substituted for the degree on a year-for-year basis. Microsoft MVC, Razor Pages, C#, .NET, jQuery, CSS, SQL, webservice development, and reporting in a web environment. Experience with Rhapsody, HL7, LOINC and/or SNOMED, Tomcat (or JBoss).
