The Appellate Court Services Division (ACSD) is part of the Office of the State Court Administrator (OSCA) at the Oregon Judicial Department (OJD). ACSD operates the public clerk’s office and provides administrative support for the Oregon Supreme Court and Court of Appeals.

Position Highlights

ACSD is hiring an Appellate Court Records Supervisor (Appellate Records Supervisor) to help guide our Appellate Court Records Section in Salem, Oregon.

As one of the division’s leaders, you will plan, assign, monitor, and evaluate the work of records staff, both directly and indirectly through lead workers. Staff in the records section include courtroom clerks, motions and briefs clerks, paralegals, and court analysts.

Additionally, you will explain personnel policies and procedures to staff, manage leave requests, review and approve timesheets, and coordinate protected leave documentation. When the records section hires, you will create and update position descriptions, screen job applications, conduct interviews, check references, make job offers, and create and implement training for new staff. When the need arises, you will investigate personnel issues and take disciplinary action, as needed.

You will help staff handle complex and unique case processing issues by providing them the resources and support they need. You will also handle difficult situations and sensitive issues and will foster strong working relationships with Supreme Court justices, Court of Appeals judges, OJD staff, attorneys, government agencies, other internal and external stakeholders, and the public.

You will work directly with the Appellate Court Administrator to assist in their responsibilities for both courts including developing and implementing a variety of goals, objectives, policies, and procedures, handling special projects, and flagging issues that could adversely affect the courts and their operations. In the administrator’s absence, you will lead the section.

Ultimately, we’re looking for someone with a passion for and the leadership to coach, mentor, and motivate staff, helping them set goals to achieve excellence with their work and the work of the Oregon Appellate Courts.

Minimum Qualifications

The qualified candidate must have an associate’s degree in business, management, or a related field.

AND

At least four (4) years of progressively responsible supervisory or staff-support experience. Qualifying OJD experience would be at the equivalent of Court Operations Associate or above.

Note: Your recent experience must reflect staff support or supervision, directly or through lead workers, of staff performing a wide variety of clerical or administrative support duties. The supervisory experience must include most, or all, of the following:

  • Developing work procedures,

  • Hiring or recommending hiring,

  • Training,

  • Assigning and reviewing work,

  • Evaluating performance,

  • Responding to staff concerns, and

  • Handling disciplinary actions.

OR

Any combination of education and experience equivalent to six (6) years of experience that typically supports the knowledge, skills, and abilities for the position.

  • Experience supervising staff, including hiring or recommending hiring, training, evaluating performance, and handling discipline.

  • Experience explaining complex rules, policies, procedures, and decisions.

  • Experience recognizing, addressing, and managing conflict in a business or professional setting.

  • Experience creating, developing, documenting, and implementing business processes.

  • Experience working for a court or in another legal environment is preferred.

Working Conditions

  • This is a full-time position, and the work schedule is currently 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is FLSA-exempt and ineligible for overtime compensation for hours worked in excess of 40 per workweek.

  • Occasional after-hours or overtime work may be necessary as workload and deadlines require.

  • Frequent phone and in-person contact with people from diverse backgrounds.

  • Frequent phone and in-person contact with people who may be facing challenging life circumstances, highly stressful situations, or trauma.

  • Long periods of sitting or standing to complete work assignments.

  • Regular use of the following equipment: telephone, OJD-assigned computer with multiple monitors, copy machine, fax machine, and scanner.
