Job Overview
The position primarily serves as Senior Developer in PennDOT’s Bureau of Solutions Management. The incumbent will be responsible to assist with design and development of the new PA Unified Crash System.
Responsibilities
- Work under the direction of the project’s Technical Lead and Application Architect to write, test, and document code to implement system features and enhancements using Angular, Java, Spring Boot, GIS, and Azure Function technologies.
Required Skills
- Minimum 8+ years of experience.
- Front‑End Frameworks & UI Technologies: Angular (preferably Angular 14 or higher); Responsive UI design with Bootstrap (optional) and Material Design libraries; Prior experience with jQuery (nice to have).
- Back‑End Development: Java with Spring Boot (microservices architecture); RESTful API design and integration; GIS integrations and spatial data handling.
- Testing Frameworks: JUnit; preferred Jasmine and Karma.
- Data: PostgreSQL or any other database management system; containerization with Docker; ArcGIS Online (AGOL); ArcGIS Extension plugin for WebEOC; VS Code, Eclipse, or Spring Tool Suite (STS); Git or Azure Repos for source control.
- Knowledge & Experience: ArcPro/ArcObjects, GeoEvent Processor, Velocity, Experience Builder, Survey123, and Field Maps; ArcGIS Enterprise Server and ArcGIS Online/Hub/Community as administrator; designing/developing geocodes and geoprocessing services; Esri ArcSDE and multi‑user versioning with state trees/branch versioning; linear referencing systems/methods, Esri Roads and Highways, Oracle Locator/Spatial; responsiveness and mobile‑first development; Design Patterns and SOLID principles; digital accessibility and disability inclusion; regulations related to digital accessibility (e.g., Section 508, ADA); WCAG 2.1 AA requirements; applying WAI‑ARIA authoring guidelines and best practices; optimizing for the accessibility features of the platform (HTML, iOS, Android); developing digital products that comply with accessibility standards.
Preferred Qualifications
- 2+ years’ experience incorporating accessibility tests into the development process.
- Experience building digital products where compliance with accessibility standards is part of “definition of done.”
Work Hours and Location
Monday – Friday, 8:00 AM – 5:00 PM, excluding state holidays, for a maximum of 40 hours per week. Lunch is 12:00 – 1:00 PM. The contract assumes an additional 80 hours of unpaid leave per state fiscal year. Work location is majority remote; however, selected candidates will be required to report in person for an interview at PennDOT’s offices, and may need to pick up equipment and attend occasional in‑person meetings or training.
Other Requirements
- Candidate must provide a completed PATCH check and work authorization (vendor‑exempt) prior to engagement.
- On‑site work location is a secured floor. Badge fee of $20 is the candidate’s responsibility.
