Job summary

Intellibee is seeking an APD Writer to develop Advanced Planning Documents for the MES and NC HIEA. You will translate complex health IT requirements into clear, CMS-aligned documentation while coordinating with project teams, vendors, and budget offices.

This contract position requires strong writing, editing, and stakeholder engagement skills, with experience in regulatory contexts and procurement or budgeting processes.

Qualifications

• Prior experience developing APDs or related documents (e.g., RFPs, RFIs, contracts).
• Working knowledge of government regulations as they pertain to the grant proposal and APD writing process.
• Expert experience executing against multiple priorities/projects.
• Proficient use of project collaboration and tracking tools (Microsoft Project Suite, MS Teams, Zoom, etc.)
• Ability to interpret Medicaid policies to ensure compliance with CMS regulations.
• Significant writing, proofreading, and editing skills.
• Demonstrated project management, training and facilitating experience.
• Demonstrated stakeholder engagement and collaboration experience.
• Prior experience in procurement, budgeting, or accounting.
• Prior experience preparing health IT proposals or working in the healthcare technology environment.
• Well organized and possess excellent team-building skills.
• Experience utilizing time management capabilities in high-stress writing environments.
• Prior experience working with NC Medicaid and/or the NC HIEA.
• Experience in the development of documents based on information obtained through requirements gathering.
• Familiarity with health IT and health information exchange concepts.

Responsibilities

This position develops Advanced Planning Documents (APDs) for the Medicaid Enterprise System (MES) and NC HIEA, along with other documentation supporting MES planning, implementation, and operational activities. The role reviews APDs, provides detailed feedback, drafts CMS submittal letters, and ensures all materials meet federal expectations. Itrequires strong stakeholder engagement, project coordination, and technical communication skills. The APD Writer translates complex information into clear, accessible documentation and collaborates with project teams, technical teams, vendors, and budget offices to produce well structured, timely APDs aligned with CMS guidelines and program requirements.
