Job Description:
Mission Essential is seeking an Analytic Methodologist to support ONI work at NGA, responsible for developing GEOINT analytic collection strategies in support of operational production requirements and research and development transition efforts. Duties include but are not limited to:
- Evaluate the effectiveness of analytic collection strategies, research causes for poor satisfaction rates, and adjust collection strategies as required to meet analyst requirements using tools including GIMS, Orchestration Services (formerly known as CEDALION), BVI, and Web Fishtools.
- Coordinate manual, semi-automated, and automatic analytic methodologies with all required organizations to ensure final approval at the national level and that information needs are appropriately satisfied.
- Research opportunities for data acquisition and new uses for existing data, collaborating with respective Government points of contact (POC) to perform exploratory and targeted data analyses.
- Coordinate the collection of information between the customer and the National Geospatial-Intelligence Agency (NGA) to support analytic requirements.
- Draft and submit analytic collection requirements using the Geospatial-Intelligence Information Needs System (GIMS) and/or other relevant tasking mechanisms.
- Assist customer collection managers in monitoring requirements.
- Provide training to customer collection managers to ensure they understand various collection management tools and are updated on policy changes and new capabilities impacting collection, dissemination, and exploitation of NTM data. Assist in creating standard operating procedures, quick reference guides, or needs procedures in collaboration with the government.
Requirements:
- Must be able to coordinate the collection of information between the customer and NGA in support of analytic requirements.
- Must have a good technical understanding of NTM GEOINT systems and consider trade-offs associated with specific parameters and constraints required for collection in littoral and open ocean environments to produce appropriate products.
- Understanding of GEOINT tasking mechanisms and training, including expertise in drafting and submitting requirements using the appropriate systems.
- Five (5) years of practical work experience as a GEOINT Collection Requirements Manager, including 5 years of work with GEOINT systems, database structures, and query tools using software such as GIMS, Web Fishtools, or collection feasibility software tools.
- Two years of experience writing technical analysis reports.
- Demonstrated problem-solving skills.
- Proficient with general office automation software applications.
- Familiar with National System for Geospatial-Intelligence policies.
- Demonstrated presentation skills, including presenting at professional or academic conferences.
