Position Overview

The Military Training and Education Analyst supports the evaluation of military training courses, occupational roles, and community clusters, assessing for alignment with college-level learning outcomes. Analysts conduct detailed reviews of military instructional materials and occupational documentation to identify learning outcomes and align them with postsecondary academic and workforce competency frameworks.

Working under the supervision of the Senior Analyst, Analysts conduct primary analysis, contribute to credit recommendation justifications, support faculty Subject Matter Expert (SME) engagement, and help maintain the quality and integrity of evaluation outputs. This position is ideal for faculty or academic professionals with experience in higher education academic affairs (e.g., registrar, academic advising, assessment or instructional design), credit for prior learning processes, or military analysis who are detail-oriented and passionate about connecting military learning to meaningful academic and career pathways.

Key Responsibilities

Evaluation & Analysis

  • Review and analyze military Programs of Instruction (POIs), assessments, syllabi, course learning outcomes (SLOs), on-the-job training materials, instructional materials, and occupational standards.
  • Assist in the mapping of military learning to college-level CIP codes, academic disciplines, credit recommendations using established rubrics and evaluation frameworks.
  • Prepare initial summaries and findings for validation by faculty SMEs and senior reviewers.

Review Preparation & Coordination

  • Support readiness activities for scheduled evaluations, including documentation intake, data organization, and review of submission completeness.
  • Participate in review planning meetings with the Senior Analyst, Program Coordinator, and other stakeholders.
  • Assist with SME engagement by preparing analysis materials and responding to follow-up requests for clarification or additional data.

Quality Assurance & Process Support

  • Contribute to continuous improvement efforts by flagging inconsistencies, recommending workflow enhancements, and supporting rubric calibration activities.
  • Participate in internal peer reviews to maintain consistency and accuracy across evaluation products.
  • Ensure documentation is clear, defensible, and aligned with evaluation standards.

Data Management & Reporting

  • Enter and validate evaluation data in secure platforms.
  • Maintain detailed records of findings, mappings, and documentation to support federal oversight and audit readiness.
  • Support the production of Comprehensive Review Reports (CRRs) and other contract deliverables.

Requirements

Required Qualifications:

  • U.S. Citizenship required; must be eligible for a Tier 3 (T3) background investigation for Position of Trust.
  • Bachelor’s degree in Education, Instructional Design, Statistics, or related field; Master’s degree preferred.
  • 5+ years of professional experience in evaluation, curriculum analysis, military education, or a related field.
  • Working knowledge of academic credit frameworks, competency-based education, and CPL/PLA methodologies.
  • Strong analytical and technical writing skills with attention to detail.
  • Ability to work independently and as part of a collaborative, multidisciplinary team.

Preferred Qualifications

  • Experience with military training documents and occupational frameworks.
  • Knowledge of Joint Services Transcript (JST) structure review processes.
  • Proficiency in Microsoft Excel, SharePoint, and secure document management systems.
  • Understanding of Bloom’s Taxonomy, CAEL’s Ten Standards for Assessing Learning, or similar academic frameworks.
  • Familiarity with data visualization tools such as Power BI, Tableau, or Looker a plus!

This position is contingent upon a contract award.

Salary will be commensurate with experience and education.
