Senior Counsel provides Anti-Money Laundering (“AML”) legal, regulatory advice and support to achieve organizational goals and minimize legal and regulatory risks associated with money laundering and terrorism financing. We seek an experienced legal professional with strong knowledge of AML regulations, financial crimes trends, and U.S. Department of Justice enforcement background to join our team. The ideal candidate will have expertise in AML regulations, including the Bank Secrecy Act, US Patriot Act, AML Act, FinCEN Regulations, DOJ investigations, and enforcement actions related to financial misconduct such as fraud, sanctions, and illicit activities. A deep understanding of federal enforcement frameworks is essential to support investigations, risk assessments, and regulatory inquiries related to AML and sanctions. The role involves establishing and maintaining policies, procedures, and controls to ensure compliance with AML and sanctions requirements.

Legal and Regulatory Advisory
  • Provide legal advice and interpretation on AML legal and regulatory obligations.
  • Interpret legislation and regulatory requirements, identify legal issues, and advise accordingly.
  • Elevate legal issues with analysis and recommendations.
  • Lead analysis of new legal and regulatory requirements and sanctions.
  • Research legal and regulatory issues.
Legal and Regulatory Change Management
  • Support and develop the AML program across the enterprise.
  • Monitor legal and regulatory developments relevant to BMO.
  • Advise on emerging legal and regulatory trends.
  • Summarize and communicate legal/regulatory updates enterprise-wide.
  • Provide interpretive guidance on AML developments.
  • Draft policies addressing legal and regulatory changes.
Reporting
  • Assist in legal and regulatory reporting, including bulletins and communications.
  • Support governance committees with legal/regulatory materials.
  • Prepare and present on AML legal and regulatory developments.
Qualifications
  • J.D. and license to practice law.
  • 6+ years AML experience, including with DOJ enforcement agencies.
  • Strong knowledge of BMO’s operating environment.
  • Intermediate knowledge of BSA, US Patriot Act, AML Act, FinCEN, and OFAC Regulations.
