Job summary

Precise Systems seeks an Alternate Clinical Veterinarian to provide veterinary services on a limited and emergency basis. The role supports DoD research-with-animal-models and requires meeting regulatory standards as specified by government staff within the Toxicology and Obscurants Division.

The position is contingent upon contract award. Duties include disease surveillance, animal care, on-site rounds, and reporting.

Responsibilities

• Plan, advise, and oversee disease surveillance and animal care.

• Provide stand-in coverage when Attending Veterinary is unavailable; on-site rounds as needed.
• Submit Veterinary Activity Reports to Animal Facility Manager and COR after rounds.
• Be on-call 24/7 for emergencies and respond promptly to facility needs.
• Advise PIs on animal models, anesthesia, analgesia, and perioperative care.
• Attend IACUC meetings when the Attending Vet is unavailable.

Precise Systems seeks an Alternate Clinical Veterinarian to provide veterinarian services on a limited and emergency basis. The veterinarian services will be required to meet all applicable regulatory and Department of Defense research-with-animal-models requirements. They will therefore be required to meet a strict set of standards as noted by the governmental staff who are employees of the Toxicology and Obscurants Division.

This position is contingent upon contract award to Precise Systems, Inc.

Duties:

• In collaboration with the Attending Clinical Veterinarian, this position is responsible for planning, advising, overseeing, monitoring and conducting the following: detection and surveillance for disease prevention, diagnosis, treatment and resolution; animal handling and restraint, anesthetics, analgesics and tranquilizer drugs and methods of euthanasia; surgical and post-surgical care; promotion and monitoring of animals’ physical and psychological well-being. Providing adequate pre-procedural and post-procedural care in accordance with current established veterinary medical and nursing procedures is required
• The veterinarian will be required to maintain compliance with the following document versions or newer versions or revisions thereof: The Guide, Public Health Service Policy, Office of Laboratory Animal Welfare (OLAW) Assurance, The AVMA Guidelines for the Euthanasia of Animals 2013, AR 40-33, AR 40-61, AR 70-65.
• When the Attending Clinical Veterinarian is on TDY, vacation or otherwise unavailable the veterinarian will provide stand-in coverage. Rounds on site, which will include clinical observations on animals housed in the facility will be performed when needed. Formal arrangements by the veterinarian will include adoption of and adherence to DEVCOM CBC’s program of veterinary care to include coverage visits to the facility.
• A written Veterinary Activity Report delivered to the Animal Facility Manager and (Contracting Official Representative) COR after each performance of facility rounds is required.
• The veterinarian must be readily available and on-call on weekdays during and after business hours, on weekends, and on holidays (365 days/year, 24 hours/day) for emergencies when they are providing coverage for the Attending Clinical Veterinarian. The veterinarian will be required to report to the facility within a reasonable amount of time to address an emergency, if necessary.
• The person holding this position will interact and communicate directly with the principal investigators and other personnel involved with the care and use of animals to provide guidance and oversight to surgery programs and peri-operative care.
• Providing guidance regarding handling, immobilization, anesthesia, analgesia, tranquilization and euthanasia performance during the in vivo portions of animal-based protocols is required. This involves but is not limited to didactic and hands-on training and observation of technical procedures to ensure technical competence and humane considerations. This guidance may be performed in cooperation with other DEVCOM CBC personnel.
• The veterinarian will work with the Attending Clinical Veterinarian to assure animals are not experiencing more than momentary unrelieved pain or distress and assure approved procedures are used humanely when animals require euthanasia.
• This position requires work with the Attending Clinical Veterinarian in managing the disease surveillance program and direct interactions with the Animal Facility Manager. The Attending Clinical Veterinarian or alternate Attending Clinical Veterinarian will review vendor health reports to assure sourced animals meet DEVCOM CBC quality and health standards. In the case of a vendor notification of a problem or in questionable results either in vendor reports or sentinel animal reports, if needed, the veterinarian will contact vendor veterinarians to discuss the results.
• The veterinarian will attend Institutional Animal Care and Use Committee (IACUC) meetings when the Attending Clinical Veterinarian is unavailable to attend these meetings.
• This position requires regular integration with the Animal Facility Manager to discuss issues including, but not limited to, those improving the animal care and use program requirements. This input is required to assure the program continues to meet the requirements for continuation of AAALAC accreditation. As needed communication with Principal Investigators to provide veterinary, husbandry, or technical information to assist with the preparation of animal-based protocols is also required. This may include discussion of animal models, appropriate anesthesia, analgesia, or tranquilization, as well as training on minimization of animal pain and distress, and new surgical procedures or methodologies.
• This position requires coordinating and collaborating with the Attending Clinical Veterinarian . It is the responsibility of the veterinarian to read and follow all requirements provided to them in the contract statement of work.

Required Education and Certifications:

• Must have obtained a Doctor of Veterinary Medicine (DvM)
• Must possess a current state veterinary license with specialty training and experience in laboratory animal medicine
• Must possess a Diplomat of the American College of Laboratory Animal Medicine (board certified in laboratory animal medicine) within two years

Required Experience:

• 5 years' experience of relevant work experience, particularly in the area of DoD veterinary support
• Must be available to provide stand-in coverage, on an on-call basis when the Attending Clinical Veterinarian is on TDY, vacation, or otherwise unavailable

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
