The City of Billings is seeking an Airport Operations Supervisor to develop, supervise, assign, review and participate in the work of staff responsible for providing airfield safety, maintenance, operation, construction, snow removal and Aircraft Rescue Fire Fighting (ARFF) services within the Aviation and Transit Department; to develop and implement airport operations and ARFF training programs and emergency response procedures; to train in and respond to aircraft, emergency medical services (EMS) and other airport emergencies; to supervise responses by ARFF equipment and personnel; and to perform a variety of technical tasks relative to the assigned area of responsibility.

Salary Range: $33.9368 - $39.2603 per hour. Salary reflects Step 1 and Step 4 of a 7-step salary range. This position is eligible for overtime and standby compensation. Salary at hiring will be dependent upon the applicant's education, experience, and training.

Work Schedule: Monday through Friday, 8:00 a.m. - 4:00 p.m., with additional on-call hours as needed.

Essential Duties And Responsibilities

  • Participate in the selection of Airport Operations Personnel; provide or coordinate staff training; work with employees to identify and resolve problems; assign work activities; monitor work flow; motivate and evaluate employees and implement discipline procedures as needed.
  • Plan, prioritize, assign, supervise and review the work of staff responsible for providing airfield operations, maintenance, construction, snow removal, safety, ARFF and emergency response services at the City of Billings Logan International Airport.
  • Plan and layout maintenance work projects; prepare time, materials, and equipment estimates for jobs assigned; requisition materials as required; order parts as necessary and ensure parts ordered are received in a timely fashion; select appropriate equipment and material to complete the work according to specifications, verbal instructions, and established procedures; adapt equipment and materials to meet specific requirements of the work to be accomplished.
  • Recommend and assist in the implementation of goals and objectives; identify maintenance problems and areas; establish schedules and methods for providing airport operations and ARFF services; implement policies and procedures.
  • Identify opportunities for improving service delivery methods and procedures; review with appropriate management staff; implement improvements.
  • Inspect and verify work in progress and completed work of assigned employees and contractors for accuracy, proper work methods, techniques, and compliance with all applicable regulations, standards and specifications.
  • Supervise the use and operation of tools, equipment, and vehicles; ensure that tools, equipment and vehicles are safely operated, maintained, and secured when not in use; schedule the service, repair, and replacement of tools and equipment.
  • Prepare necessary records and reports; prepare project status reports; maintain records of projects, activities and material used; supervise the maintenance of time, material, and equipment use records.
  • Prepare various reports on operations and activities; prepare research and informational papers for improvement or changes in equipment and operations.
  • Respond to and resolve inquiries and complaints.
  • Conduct media interviews regarding topics related to airport operations and ARFF including all airport emergencies, snow removal, construction efforts, and special events.
  • Assist in planning and coordinating special events including air shows.
  • Develop, provide and coordinate staff training in all FAA CFR Part 139 required subjects, including work methods and techniques, the use and operation of equipment, airport operations, safety, ARFF and EMS.
  • Coordinate emergency response training and procedures, and all other assigned services and activities with other divisions, outside agencies, and organizations.
  • Plan and conduct required ta letop and full-scale disaster exercises involving multiple agencies and volunteers.
  • Investigate injury, incident, and accident reports.
  • Inspect facilities for maintenance, repair, compliance requirements and operational needs; supervise the repair and maintenance of airfield lighting, paved surfaces, turf, and related facilities and buildings.
  • Ensure compliance with City, State, and Federal regulations including FAA, OSHA, EPA and FCC.
  • Assume responsibility for annual FAA certification inspections.
  • Establish and maintain all FAA Part 139 required documents including the Airport Certification Manual, Emergency Plan, Wildlife Management Plan and Snow/Ice Control Plan.
  • Participate in the development and administration of the Division budget; Forecast staffing, equipment, materials and supply needs; submit budget recommendations; purchase essential materials, equipment and supplies; monitor expenditures.

Required Qualifications And Skills

  • Bachelor's degree in airport administration, business management, fire science, or a related field
  • Three (3) years of progressively responsible airport experience and/or 3 years' experience in construction, facility maintenance operation of heavy equipment, snow removal, and firefighting

OR

  • Associate's degree in airport administration, business management, fire science or a related field
  • Five (5) years of progressively responsible airport experience and/or 3 years' experience in construction, facility maintenance operation of heavy equipment, snow removal, and firefighting

OR

  • Seven (7) years' experience in airport operations with a wide range of varying skills and experiences and/or seven (7) years' experience in construction, facility maintenance operation of heavy equipment, snow removal, and firefighting

AND

  • Must possess a State of Montana, Class B, Type II commercial driver's license with passenger endorsements and no airbrake restriction, or must be obtained within ninety (90) days of employment
  • Must have strong interpersonal skills
  • Must be able to pass a pre-employment drug test and a Federal fingerprint based criminal history background check

Preferred Qualifications And Skills

  • Minimum of two (2) years supervisory experience
  • Experience with and knowledge of airport rescue firefighting operations. general aviation industry, and airfield maintenance
