Job summary

Massachusetts Port Authority is seeking an Executive Program Manager to provide executive oversight for a $1.5 billion, 6-to-7-year airport terminal refurbishment. You will oversee private financing, monitor performance, and elevate decisions through governance channels, protecting asset interests and ensuring regulatory compliance.

The role anchors cross-agency collaboration, aligns internal and private-sector partners, and builds a dedicated team of project managers, specialists, and auditors

Qualifications

• Bachelor’s degree in civil engineering, construction management, architecture, or finance.
• MBA or JD is highly desirable.

Responsibilities

• Provide executive-level program oversight for a multi-year, multi-billion-dollar public-private infrastructure investment.
• Coordinate across technical, operational, financial, legal, and executive stakeholders to align priorities and decisions.
• Establish governance, reporting, and performance management frameworks with clear executive insights on schedule, cost, risk, and contractual obligations.
• Lead the owner-side oversight function with a high-performing internal team and collaboration among stakeholders, regulators, and public agencies.
• Serve as primary liaison with federal, state, and local regulators for permitting, security, environmental, and operational requirements.
• Oversee technical assurance and long-term asset stewardship with engineering, architecture, and construction partners.
• Provide executive decision support through governance structures and risk-based recommendations for senior leadership.
