Job description

The primary purpose of this position is to serve as an Airfield Management Specialist that evaluates the day today airfield management operations and maintains situational awareness of airfield activities and keeps the Airfield Manager informed of any conditions that may affect the safety of the airfield. Provides flight services to the aircrews when requested.

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.

Examples of specialized experience include: Experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal.

This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations.

Applying a practical knowledge of industry practices and procedures and the established regulations, requirements, and techniques related to a transportation functional program, to perform independent work involving specific segments of large projects or well-defined projects of lesser scope that require the application of standardized traffic management methods and procedures;

Analyzing and interpreting technical transportation requirements and guidelines to perform a variety of assignment for which there are general precedents;

Using knowledge of transportation regulation to analyze and resolve problems of a procedural or factual nature, e.g., determining mode and carrier according to priority assigned shipments or consolidating shipments to achieve economies in the packing and movement of material and the movement of passengers;

Practical knowledge of airfields; such as condition of runways, taxiways, aprons, operational status of airfield support facilities (airfield lighting, barriers, navigational aids, etc.) and obstacles that are violations to airfield standards and safety issues that may restrict aircraft operations and issuance of NOTAMs;

Knowledge of aerial navigation and aviation techniques, flight operations, flight planning rules, practices, and procedures to develop/change flight plans worldwide.

OR EDUCATION:

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

• Practical knowledge of industry and AF airfield management operations practices, procedures and the established regulations, requirements, and techniques related to the airfield management program.
• Practical knowledge of airfields; such as condition of runways, taxiways, aprons, operational status of airfield support facilities (airfield lighting, barriers, navigational aids, etc.) and obstacles that are violations to airfield standards and safety issues that may restrict aircraft operations and issuance of NOTAMs.
• Practical knowledge and understanding of airfield manuals, instructions and procedures to conduct airfield inspections.
• Practical knowledge of aerial navigation and aviation techniques, flight operations, flight planning rules, practices, and procedures to develop/change flight plans worldwide.
