Job summary

Qualifications

Position:

DEQ is hiring an Air Quality Data Analyst- Analyst 3 for the State Office located in Boise.

Analyst series: This position is established at the Analyst 3 level and may be underfilled at the Analyst 2 level. After successfully completing a training plan and meeting the minimum qualifications for the Analyst 3, the employee will be reclassified and compensated as an Analyst 3.

Responsibilities:
  • Serve as the primary quality assurance/quality control (QA/QC) subject matter expert for the Air Quality Division's Stationary Source Bureau (AQSS), ensuring the accuracy, completeness, consistency, and integrity of program data.
  • Manage and maintain AQSS compliance and permitting data across the Air Information Management System (AIMS), the Environmental Protection Agency's (EPA) Integrated Compliance Information System (ICIS-Air), internal tracking systems, and other data resources; provide training, technical assistance, and data support to State and Regional Office staff.
  • Coordinate with internal staff, EPA, and Information Technology Services (ITS) to identify data management needs, improve processes, and support database maintenance, modernization, and system improvement projects.
  • Develop, maintain, and analyze program data, reports, and performance measures to support program objectives, data requests, legislative audits, and rule-making efforts.
  • Develop and maintain program guidance, policies, procedures, and workflows; identify and implement process improvements that promote program integrity, efficiency, and consistency.
  • Provide technical and programmatic support for the Air Quality Stationary Source Bureau's (AQSS) permitting, compliance, enforcement, and dispersion modeling programs, including data analysis, permit exemption reviews, compliance assistance, and enforcement activities.
  • Develop and maintain GIS datasets, database queries, workflow automation using Laserfiche, dashboards, and other digital tools to improve program capabilities and operational efficiency.
  • Support AQSS permitting program by evaluating Permits to Construct and assisting in the preparation of compliance assistance, informal, and formal enforcement documents.

Analyst 3 Salary Range: $32.00 - $34.50

Minimum Qualifications:

Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.

AND

At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
