Consolidated Asset Management Services, LLC (CAMS) seeks an experienced Air Permitting Specialist to support permitting and compliance for CAMS assets and external clients across the power generation, energy infrastructure, and industrial sectors.

This role leads permitting strategies and prepares permit applications for new projects, plant modifications, acquisitions, and operational changes, helping projects maintain compliance with federal, state, and local environmental requirements.

Qualifications

• Bachelor's degree in Environmental Engineering, Chemical Engineering, Environmental Science, or related field.
• 5+ years of air environmental permitting and compliance experience.
• Experience with NSR/PSD/NSPS/BACT/LAER/Title V and air emissions calculations.

Responsibilities

• Lead permitting strategies for greenfield and brownfield air projects.
• Prepare permit applications and support submittals (PSD, Title V, etc.).
• Assess NSPS, MACT, NESHAP, CEMS and GHG requirements to minimize risk.
• Coordinate with EPA/state regulators and manage schedules and budgets.

Consolidated Asset Management Services, LLC (\"CAMS\") is a leading provider of operations and maintenance (O&M) and asset management (AM) services, supported by an in-house, integrated consulting business. CAMS seeks an experienced Air Permitting Specialist to support the permitting and compliance needs of CAMS-managed assets and external clients across the power generation, energy infrastructure, and industrial sectors.

This role provides a unique opportunity to apply advanced expertise in air permitting, emissions analysis, and, where applicable, dispersion modeling while working closely with project development, operations, asset management, engineering, clients, and regulatory agencies. The Air Permitting Specialist will lead permitting strategies and prepare permit applications for new projects, plant modifications, acquisitions, and operational changes, helping projects maintain compliance with federal, state, and local environmental requirements.

In addition to core air permitting responsibilities, the specialist may contribute to multi-media environmental projects and operations-focused assignments based on project needs and individual interests. This flexibility allows the successful candidate to deepen technical expertise in air quality while broadening experience across environmental media and the operational aspects of energy and industrial facilities.

While this position is not a traditional \"seller-doer\" consulting role with formal sales targets or business development performance metrics, the specialist is expected to provide exceptional technical and client service that fosters strong client relationships and repeat engagement. Individuals who contribute to company growth through client retention, referrals, proposal support, or other business development activities will be recognized and rewarded for those contributions.

Consulting experience in power generation, oil & gas, petrochemical, refining, or other industrial facilities is required.

Essential Duties And Responsibilities

Environmental Permitting Leadership

• Lead permitting strategies for both greenfield and brownfield, power generation air permitting projects, plant expansions, equipment process modifications, operational changes, and general air construction authorizations.
• Perform the application preparation, submittal, and follow-up support of:
• NSR (PSD, NNSR), and Title V permit applications
• Air permit amendments and renewals
• Assess NSPS, MACT, NESHAP, CEMS, and GHG requirements
• Evaluate permitting pathways to minimize project schedule, cost, and regulatory risk.

Technical and Regulatory Expertise

• Conduct emissions calculations, air modeling, regulatory applicability analyses, and permit support documentation.
• Perform BACT, LAER, and control technology assessments.

Agency Coordination and Compliance

• Serve as primary liaison with EPA, state permitting agencies, and local regulators.
• Lead permit negotiations, agency responses, inspections, and compliance audits.

Project Management and Advisory Services

• Manage air permitting projects from proposal through completion, including schedules, budgets, and consultant oversight.
• Provide strategic guidance regarding environmental risk, compliance, and operational flexibility.
• Travel up to 10%, including out-of-state.

Qualifications And Skills

• Bachelor's degree in Environmental Engineering, Chemical Engineering, Environmental Science, or related field.
• 5+ years of air environmental permitting and compliance experience.
• Demonstrated experience with:
• NSR, PSD, NSPS, BACT, LAER, and Title V permitting
• Air emissions calculations
• Federal and state environmental regulations
• Excellent written and verbal communication skills, able to convey complex information effectively
• Strong project management skills.
• Strong analytical, organizational, and problem-solving skills with attention to detail.
• Ability to work independently and collaboratively in dynamic environments.
• Adaptability to rapidly changing situations, including occasional extended hours.
• Physically capable of lifting up to 50 lbs, bending and climbing.

Desirable Proficiencies

• Professional Engineer
• Experience permitting in multiple states, particularly Maryland, New Jersey, or Ohio
• Air dispersion modeling expertise (Screen3, AERMOD)

$95,000 - $125,000 a year

Applicants must possess a valid driver's license and maintain a clean driving record, as this position requires occasional travel for company business. Candidates should be comfortable operating a vehicle as part of their job responsibilities and must meet any applicable company and insurance requirements.
