Job summary

SEPTA, the Southeastern Pennsylvania Transportation Authority, seeks a dynamic AGM Operations leader to oversee vehicle operations, safety, and support functions across the transit system. You will guide short- and long-range objectives to improve service quality and ridership.

As a member of the General Manager’s Team, you will manage budgets, staff, and relations with the Board, police, and operations chiefs, ensuring safe, reliable service and strategic growth.

Qualifications

  • Bachelor's degree with extensive, progressively responsible managerial experience in bus and rail.
  • Experience managing a complex budget.
  • Excellent verbal and written communication and ability to present to management and board.
  • Strong interpersonal skills to build relationships with staff and executives.

Responsibilities

OVERALL DESCRIPTION

As a member of the General Manager’s Team, act with full responsibility and authority in the General Manager’s absence. Responsible for planning, organizing, budgeting and managing all vehicle operations and support functions within the SEPTA system. Oversees the SEPTA Transit Police Department in all security functions related to the protection of employees, passengers and property. Responsible for developing both short-range and long-range objectives to continually improve the quality of the transportation provided to the public in an effort to increase ridership.

SPECIFIC RESPONSIBILITIES
  • Performs as key participant in policy level decisions in all aspects of the organizations.
  • Assists with coordination of Senior Staff activities to accomplish the development and implementation of action items.
  • Interfaces directly with the Board on policy decisions and implementation of day-to-day activities in all areas of the organization.
  • Ensures, through daily communications with the Chief Officer of each Operations’ Department and the Chief of Police, that public transit vehicles are properly manned and safely operated in transporting SEPTA’s passengers.
  • Ensures, through daily communications with the Chief Officer of each Operations’ Department, that public transit vehicles are available as required by all divisions of Operations, and that the vehicles are maintained to the highest degree of safety, reliability, cleanliness, and appearance.
  • Ensures, through daily communications with the Assistant General Manager, Engineering, Maintenance and Construction/Chief Engineer, that the buildings, grounds, track, communications, signal and power distributions systems which form the physical plant required to service and maintain the vehicle fleet and support equipment are properly constructed and maintained.
  • Oversees through on-going communications with the Chief Labor Relations Officer, the administration of all labor agreements.
  • Determines with the Chief Financial Officer/Treasurer four months in advance of the Winter, Summer, and Fall Season, the level of service to be provided for each mode -- bus, light rail, rapid transit, and regional rail.
  • Improves the overall performance of the Operations Divisions by reviewing results, performance against goals, and instituting changes in conjunction with the Authority’s short and long-range plans.
  • Directs ongoing activities related to securing legislation, regulation and funding favorable to SEPTA, providing constituent services and maintenance of positive relations with elected officials.
  • Directs staff activities to increase support and usage of public transportation through marketing and advertising campaigns.
  • Establishes priorities involving personnel and material when available resources are inadequate to meet all requests.
  • Develops capital requirements of the Operations’ Divisions. Program such work, oversee construction site priorities for Operations, and coordinates with Capital Design and Construction where they have design and construction responsibility.
  • Plans and implements the Division’s annual operating budget, ensure adherence to budgetgoals through the Chief Officer of each Operations’ Department.
  • Performs other such duties as may be assigned by the Deputy General Manager orGeneral Manager.
QUALIFICATIONS AND EXPERIENCE
  • B. A. in relevant field with extensive and progressively responsible managerial experience in bus and rail passenger transportation services required, which includes a minimum of five (5) years experience in high level management or senior executive capacity.
  • An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.
  • Experience in the administration and management of a budget for a complex organization required.
  • Excellent verbal and written communication skills with ability to organize and present technical and program presentations to all levels of management, Board, and external organizations required.
  • Excellent interpersonal skills with the ability to establish and maintain effective relationships with staff, all levels of management, and the board of directors required.
