Job description

Allegheny County Department of Human Services, Area Agency on Aging is seeking a hard-working, forward-thinking applicant who is dedicated to the safety, security, protection, and stability of older adults. This role is an Aging Care Manager 3, in the Department of Human Services (DHS)/Area Agency on Aging (AAA)/Safety & Support Division, Protective Services Unit. You will work under the general supervision of the casework supervisor to maintain, update, and disseminate extensive knowledge of aging programs, services, and regulations. You will provide technical support to care management and protective services staff and providers/subcontractors and investigate complaints of abuse and/or neglect. You will maintain a caseload of vulnerable older adults who need protection from abuse, exploitation, abandonment, or self-neglect, and recommend cases for court intervention, including guardianships or mental health commitments, and participate in the guardianship hearings, as needed. Other duties will include:

  1. Completing case investigations, contacts, and case documentation within unit and state-mandated non-flexible time frames.
  2. Interviewing the alleged victims, alleged perpetrators, and witnesses and determining relevance, reliability, and credibility of gathered information and evidence.
  3. Assigned cases that have a higher degree of complexity due to types of allegations, media involvement, or other factors.
  4. Working directly with law enforcement and legal professionals in the investigation of some cases.
  5. Recognizing when to recommend a unit nurse, financial exploitation consultant, and psychologist when appropriate.
  6. Giving consultative or expert opinions to law enforcement, prosecutors, and judges concerning older adult abuse or neglect and determining the need for and obtaining restraining orders to protect victims.
  7. Reviewing documents and records such as medical or financial records of alleged victims and constructing and organizing detailed financial transactions from records.
  8. Participating in care/service planning with the older adult or a responsible party to reduce and eliminate risk to the older adult.
  9. Referring to community organizations for follow-up or other case managers for ongoing case supervision.

Work Schedule and Additional Information:

  • Full-time employment.
  • Work hours are 9:00 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Salary: In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Aging Care Manager 2 or Aging Program Assessor;
  • or
  • One and one-half years of professional human services, law enforcement, or nursing experience; and a bachelor's degree in social sciences, behavioral sciences, human services, or a closely related field;
  • or
  • An equivalent combination of experience and training which includes six months of professional human services, law enforcement, or nursing experience.

Other Requirements:

  • You must meet the PA residency requirement.
  • Hiring preference for this vacancy may be given to candidates who live within Allegheny County.
  • You must be able to perform essential job functions.
