Job summary

The City of Asheville seeks a Community Development Analyst I in the Housing and Economic Development Department to conduct independent research, analysis, and project underwriting for affordable housing developments under CDBG and HOME programs.

You will work with partners, review grant applications, monitor budgets, and help prepare plans such as the Consolidated Plan and CAPER while ensuring compliance with federal rules.

Qualifications

  • Bachelor’s Degree in Planning, Community Development, Public Administration, or a related field.
  • Three years of experience in community and housing development and finance, grant management, real estate, or related field.
  • Must possess and maintain a valid North Carolina driver’s license.
  • Must be able to apply City policies, practices, and procedures in the position.

Responsibilities

  • Manages the HOME, CDBG, and related programs; provides guidance on guidelines and eligibility.
  • Coordinates with developers, contractors, architects, homeowners, financial institutions, advisory committees, and others; prepares grant applications and reports.
  • Oversees budgets and expenditures; processes funding requests and ensures GAAP compliance.
  • Assists in developing and implementing strategic plans; participates in CP, AAP, CAPER, and related documents.
  • Attends hearings and meetings; communicates program progress and issues to stakeholders.
