This Policy Initiatives Advisor-Executive position will be located within the Division of Facilities Development and headquartered at the DOA Building: 101 E. Wilson Street, Madison, WI 53703.

The Division of Facilities Development is responsible for developing and implementing the $5 billion biennial State Building Program, including the biennial Capital Budget, and staffing the State Building Commission. The program includes the construction of new buildings, and the remodeling and renovation of existing facilities for all state agencies and the University of Wisconsin System. This function provides technical advice, project management, and field oversight of construction projects, as well as contracts and financials for architecture/engineering services and construction work.

Position Summary

The Advisor to the Administrator serves as a member of the Division of Facilities Development’s leadership team and performs a broad range of duties including: strategic planning and communications, oversight and management of program quality assurance and compliance and performance management; functions as liaison with DOA legal staff in contract, procurement, and record disputes; assisting the Administrator with the accountability and transparency of day-to-day operations of DFD; overseeing the Division’s operating budget, biennial budget, and capital budget development; monitors legislative activities and advises Administrator of bills, legislative initiatives, and drafts issue papers, fiscal estimates, whitepapers, testimony, etc.; and advising and assisting the Administrator with developing and implementing Division policies, procedures, objectives, and action plans.

Additionally, this position is responsible for managing Division performance metrics and external and internal relations and satisfaction; providing leadership by advising, guiding, and coordinating division-wide operational and IT improvements; and fostering communications, team building, and conflict resolution across bureaus, within the department, across departments, with industry partners, and with the gubernatorial and legislative members. This position also oversees the goals and efficiency of the State Building Program, construction, and delivery of projects.

This position will need to have strong collaborative and teambuilding skills in addition to skills in conflict resolution working in a highly visible division. This position has a vast scope of duties, so strong organizational and multi-tasking abilities will be essential for a successful candidate. A strong candidate will also have experience working with or knowledge of the legislative process or following statutory and other regulatory requirements.

Salary Information

This career executive level position is in schedule-range (81-01) with a salary between $100,880 and $120,910. A 24-month career executive trial period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Due to the nature of the position, DOA will conduct fingerprinting and background checks on applicants prior to selection. DOA does not sponsor work visas. Qualifications

Minimally qualified applicants will have and address all the following in their materials:

  • Experience in policy and operations requirements in a public sector setting and/or construction industry.
  • Knowledge of and/or experience with operational processes and contracts, and/or capital planning and construction Experience developing, launching, and maintaining both short-term and long-term strategic communication and business planning initiatives for organizations with multiple locations.
  • Experience analyzing, evaluating and recommending process improvements and efficiencies for a large organization or a complex area of a large organization
  • Experience with high level policy analysis and development for a large organization
  • Experience coordinating at an executive level with partners, stakeholders, and the public.

In addition to the above, more than qualified applicants may have experience with any of the following:

  • Experience in the legislative process, statutory requirements, bill tracking and fiscal estimates, executive orders, and administrative rules
  • Experience in budget development, operational, capital planning, construction, contract, public meeting policy and law, and procurement law
  • Experience in strategic business planning and quality assurance and compliance and improvement
  • Experience acting as a business liaison, coordinating at an executive level with industry representatives and agency partners, stakeholders such as legislative and gubernatorial, the public, state/national regulators, and/or the press.
  • Experience in writing policy and procedures in a complex organization, division correspondence and press releases, and contract language
  • Effective research and analysis and document review with accuracy and attention to detail
