About This Role
This is a full-time, hybrid or remote position based in the United States with strong preference for candidates in Virginia, Maryland, or District of Columbia. 
The Advisor II, Grants and Project Management (GPM) supports ChildFund International’s overall grant strategy. The GPM Advisor is responsible for supporting the organization’s entire grant lifecycle and contributing to the achievement of the ChildFund grant strategy, including annual grant Life of Award (LOA) targets and annual grant revenue and spending targets.
The GPM Advisor also contributes to achieving high-quality programming by ensuring effective grants and project management, including compliance requirements, reporting, supporting the development of quality proposals, and internal and external communication. Finally, the Advisor supports the development and implementation of grant management policies, procedures, and resources, and provides technical assistance to program/project managers, recipients, and subrecipients.

Required Experience and Education

  • Bachelor’s degree in a relevant field or equivalent combination of education and experience.
  • At least 6 years of experience in Grants and Project Management with a non-governmental organization (NGO) or other international organization.
  • Experience working/supporting countries in Africa, Asia and Latin America is preferred.
  • Experience with USAID, other bi-lateral donors (EC, FCDO, Australian Aid, BMZ, etc.), multilateral donors, and foundations.
  • Experience managing complex procurements under donor funding instreams.
Primary Responsibilities
  • Manage a portfolio of assistance activities/grants with high and medium complexity:
    • Perform pre-award reviews; prepare implementation plans; issue and negotiate grant subawards, teaming agreements, and NDAs; coordinates with internal and external stakeholders; ensure subgrantee compliance with policies and procedures; maintain agreement files.
  • Assist in the development of workflows, policies, manuals, or procedural improvements that will improve the efficiency or effectiveness of award administration, including the creation of forms and templates for internal use.
  • Represent the Grants and Project Management team in internal and external events, teams and activities.
  • Collaborate with other departments, partners, subgrantees, and independent consultants on the implementation of complex project tasks, programming, and other activities.
  • Lead communication to donors on finance, technical and contractual matters.
  • Act as start-up team leader on new field projects when required.
  • Remain proactively up to date on changes within the industry through resource sites and publications; provide training and refreshers to country and regional offices.
  • Review grant agreements before they are signed and identify potential risk areas for the organization.
  • Hold regular meetings with team members to review the status of all ongoing grants and ensure timely completion of all deliverables.
  • Monitor grants spend and communicate variances to all relevant team members.
  • Facilitate the completion of single audits and other ad ‐ hoc audits, as required.
  • Participate in ad ‐ hoc projects related to software and systems improvement as necessary.
  • As required, provide direct assistance to ChildFund business development initiatives to design strong proposals while ensuring accuracy and compliance with program announcement, organizational, and federal regulations.
  • Support the grants close-out processes, as needed.
  • Other duties as assigned.

Other Required Competencies
  • The ability to speak, read, and write fluently in English. Fluency or professional proficiency in a second language is beneficial.
  • Knowledge of US government grants compliance laws such as 2 CFR 200, 2 CFR 700, and USAID ADS.
  • Knowledge of various grant mechanisms under U.S. government prime agreements, especially USAID.
  • Knowledge of project management procedures for planning and processing international development projects, and for establishing plans, specifications, monitoring, and management of development projects.
  • Strong critical thinking and analysis skills with the ability to plan and solve problems.
  • Excellent organization and attention to detail with a track record of consistently meeting tight deadlines.
  • The ability to collaborate with geographically dispersed teams in a culturally sensitive, inclusive way; previous experience with management is preferred.
Other Criteria
  • The ability to travel periodically internationally and/or to Richmond, Virginia.
  • For a Richmond, Virginia candidate, the ability to work two days per week on site.
