TheDepartment of Parks and Recreation (DPR) is seeking a detail-oriented and fiscally knowledgeable professional to support the effective allocation and management of financial resources that sustain and enhance our parks and programs. This critical position is responsible to coordinate all departmental budgeting activities, including the development and planning of DPR’s annual budget and Capital Improvement Program requests for equipment. You will play a key role to ensure that our department’s budget accurately reflect the equipment, staffing, and supply needs required to maintain and enhance City parks and recreational facilities. In addition, you will serve as the department’s Purchasing Card (P-Card) Coordinator to manage reconciliations, resolve discrepancies, and collaborate with P-Card users and supervisors to maintain compliance with fiscal policies. Your expertise will support operational and maintenance activities that keep the City’s parks safe, welcoming, and well-maintained. Special Working Conditions: May be required to serve as the Damage Assessment Coordinator for the department during declared civil defense emergencies and will serve as Disaster Response worker during declared emergencies.

Minimum Qualification Requirements

At the time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionally-accredited four-year college or university with a bachelor's degree in business or public administration or a related field.

Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.
The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

EXPERIENCE REQUIREMENT:
Three years of professional (i.e., post-bachelor's degree, non-clerical) work experience inbudget administration, personnel management (i.e., human resources), or management analysis.

Such experience must have demonstrated knowledge of basic principles and practices of public administration including personnel management, budget and fiscal administration, and organization and method analysis; methods and techniques for evaluating and analyzing facts, information, and issues to resolve problems; research and statistical methods and techniques; and report and letter writing. Such experience must also have demonstrated the ability to analyze and evaluate administrative problems, operations, programs, and fiscal information.

Substitution: A Master's degree in Human Resources Management, Business Administration, or Public Administration from a regionally-accredited four-year college/university may be substituted for six (6) months of the required work experience.

Non-Qualifying Experience:
Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level, and responsibility as to conclusively demonstrate the ability to perform the duties of the position.

Most work experience in a professional-level administrative or managerial position includes some responsibility for budget, personnel, and/or management analysis functions. However, if the primary responsibility of the position is not concerned with professional budget administration, personnel management, and/or management analysis work, such experience isnot considered qualifying for the position of Administrative Specialist II.

LICENSE/CERTIFICATE REQUIREMENT:
Possession of or ability to obtain a Hawaii Notary Public Certificate, prior to completion of probation.
