About the Paid Leave Division:
Paid Leave is a new program launching in 2026. The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child. We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us—workers, employers, caregivers, and insurers—to learn from them and build the program around their needs. We are using modern service delivery and product practices to deliver the program. The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start-up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human-centric processes and systems to deliver this new benefit to Minnesotans.
Position Purpose:
The Administrative Services Supervisor provides day-to-day oversight of Administrative Services staff to ensure efficiency and quality of services provided.
Key Responsibilities:
- Team Supervision: Supervise the day-to-day tasks and operation of the Paid Leave Administrative Services team. Participate in team training and development, improving staff skills and overall team performance. Assess team performance and inform management of issues and/or opportunities for improvement. Hire, promote, reward, discipline, suspend or discharge, and assign work in accordance with established policies, procedures, and contracts, if applicable.
- Quality Assurance and Compliance: Lead the quality assurance of day-to-day operations of Administrative Services staff including procurement of goods and services, onboarding and offboarding of staff, development of process and policy documentation, and other tasks as assigned. Lead all tasks in accordance with Paid Leave program integrity and compliance standards and address deficiencies in a timely manner.
- Program Development and Process Improvement: Ensure administrative processes and policies are developed to directly serve the effectiveness of the Paid Leave program. Work with staff and leadership throughout the division to ensure that processes and policies are continuously enhanced to reflect lessons learned and serve as a resource for all. Continuous improvement is at the center of Administrative Services, and as the program continues to build, the need for adaptability will be paramount.
- Stakeholder Collaboration and Communication: Serve as the Administrative Services daily point of contact on operational tasks. Work closely with the Manager of Administrative Services to ensure that requests, questions, and concerns are addressed effectively and delegate requests to the appropriate level of authority as needed. Collaboration with team members and other work units is crucial to program success, and this effort begins with respectful and proactive communication.
- Culture Building: Deliberately foster positive interpersonal relationships with coworkers, leadership, and external partners so all are treated in a respectful, professional, and equitable manner. Champion collaborative problem solving, the sharing of ideas and experience, and encourage staff to seek opportunity in times of ambiguity. Be adaptable to change but stalwart in the provisioning of a workspace that serves the individual needs of all employees regardless of their differences.
This position is telework eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.
Minimum Qualifications

Two (2) years of experience leading administrative support functions including developing organizational processes, procuring goods and services, and onboarding and offboarding employees
Applicants that meet the above minimum qualification will be further evaluated on the following:
- Knowledge of the principles and current best practices for administrative operations, financial functions, and resource management
- Knowledge of program management, coordination, and execution sufficient to achieve program goals and objectives
- Skill in establishing and maintaining effective working relationships with employees, communicating effectively between a diverse set of internal stakeholders
- Ability to lead staff sufficient to meet established timetables, quality standards and achieve high-quality performance
Preferred Qualifications
- Experience as a supervisor, team lead, lead worker, or project lead
- Skill in leadership practices such as collaboration, goal setting, workload management, and building morale
- Experience in a start-up environment where roles will evolve over time based on the needs of the organization
- Skill in navigating local, state, and/or federal government systems including policies and procedures
- Ability to communicate effectively to ensure mutual understanding across staff, leadership, partners, and members
