Main Purpose of Job

The main purpose of this position is to perform professional fiscal and procurement work for the Harford County Health Department (HCHD) Administration Division. This position administers procurement activities for the agency, including procurement planning, contract and solicitation development, purchasing, vendor and contract administration, procurement compliance monitoring, and technical guidance to agency staff on State procurement laws, regulations, and procedures.

Minimum Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of administrative staff or professional work.

Notes

• Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.


• Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

Desired Or Preferred Qualifications

The preferred candidate should possess:

• Experience performing fiscal and budget related work.


• Experience supporting or administering procurement activities for supplies, services, equipment or contracts.


• Experience reviewing, processing, reconciling, or maintaining financial or procurement transactions and records.


• Experience managing multiple fiscal and procurement activities with competing deadlines, and coordinating program staff, management, vendors and external agencies.
