About the Health Care for the Homeless NetworkHealth Care for the Homeless Network (HCHN) contracts with 16+ community-based agencies to provide medical, dental, behavioral health, substance use, and case management services to vulnerable individuals and families experiencing homelessness in Seattle and King County. Services are provided in shelters, day centers, on the street, and in other locations where people experiencing homelessness congregate. HCHN also operates the Mobile Medical Program, with 4 field-based teams providing direct services to people experiencing homelessness.
About the positionWe are looking for someone to join our dynamic team to serve as
Health Care for the Homeless Administrative Lead (Administrator I). This position requires independent problem-solving skills and strong communication skills to work with a diverse group of staff, contractors, providers, stakeholders, and community members. The position is responsible for specific administrative services and operations & Finance duties, and Process Improvement. The work is performed on an independent basis within established guidelines and procedures and
may be asked to handle sensitive and/or dynamic situations. This position reports to the HCHN Operations Manager.
The most competitive candidates will possess knowledge of the health, housing, and human service systems for persons experiencing homelessness in King County and have experience working with local governments and non-profit organizations in the health, human service, and/or housing sectors.

Administrative- Lead meeting planning - schedule, prepare and coordinate support and follow-up for in-person and virtual meetings for HCHN staff, the HCHN Governance Council and its committees, the network of providers and other community forums. This includes providing or arranging supports for participants currently or formerly experiencing homelessness to access meetings (examples include processing incentives, reserving space, printing materials, ordering food for in-person meetings, etc.), taking meeting minutes and summarizing action steps.
- Actively use Microsoft Teams and SharePoint to centrally manage and coordinate program files; provide training and subject matter expertise to team members regarding these systems, manage permissions, track and monitor team progress on adoption of this and other new technologies.
- Provide information to management and staff on administrative policies and procedures, regarding purchasing, travel, community meetings, and more.
- Maintain program technological equipment and support its use by staff and community members, including laptops, video and audio equipment and more. Support team use of technology services for surveys, scheduling, communications, etc.
Operations- Lead purchasing responsibility for the program as a King County P-card user (training available), process payments using Oracle iExpense/iProcurement.
- Reconcile, document, and track all purchases for goods and services and maintain a petty cash account according to King County policies and funder requirements.
- Lead process for all staff travel requests, serving as subject matter expert to travelers on steps to ensure policies and procedures are adhered to for approval and reimbursement. Also lead process to support non-employee travel, within King County travel guidelines.
- Manage network communication including central email and phone, regular newsletters, updates on HCHN website and other public materials, responding to public inquiries, and maintaining contacts for program partners.
Process Improvement- Identify gaps in processes and initiate improvements to administrative, communication and team coordination systems within the program and/or recommend improvements to Division and Department.
- Initiate or support ongoing improvements in standard work processes impacting the team, providing training and consultation as needed.
- Inspire and create a positive work environment that promotes team unity while working with individuals from diverse backgrounds and/or those with lived experience of homelessness.
- Perform other duties as assigned.
Minimum Qualifications- Demonstrated ability to work effectively with diverse individuals, including people with lived experience of homelessness or other vulnerable populations.
- Skill in interpersonal relationships and demonstrated ability to work as a member of a team. Ability to be tactful, compassionate and sensitive, and treat others with respect.
- Demonstrated strong organizational skills; Skill in coordinating work assignments with and between staff members.
- Knowledge of information-gathering techniques.
- Skills in analytical thinking and problem solving.
- Basic knowledge of financial principles and practices and skill in mathematical calculation.
- Skill in oral and written communication, including editing and proofreading skills.
- Demonstrated time management and self-direction skills to work independently, prioritize work and complete multiple tasks simultaneously with high accuracy.
- Provides excellent customer service skills, maintains a calm and respectful demeanor, and uses tact and discretion in difficult communications.
- Familiarity with the principles of de-escalation and trauma-informed and harm reduction practices, especially in working with people with experience of homelessness.
- Demonstrated ability in tracking multiple ongoing projects, producing detailed quality work within tight timeframes.
- Experience with the principles of equity and social justice and ability to apply them in the workplace.
- Intermediate to advanced skill in most common desktop workflow tools, including but not limited to Excel, Outlook, Adobe Acrobat, Teams and Sharepoint.
- Ability to travel to locations around Seattle & King County for occasional meetings.
OR:- Any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work.
DESIRED QUALIFICATIONS- Experience working with King County's Oracle EBS Financial System.
- Experience with purchasing and handling petty cash.
- Knowledge of public health practices and terminology.
- Experience managing Microsoft Teams and/or SharePoint platforms.
- Experience using principles of de-escalation and trauma-informed and harm reduction practices, especially in working with people with experience of homelessness.
- Experience working with homeless service agencies or programs.

Work location: The positions will work onsite half time and remote the other half, subject to change. The onsite location is primarily in downtown Seattle, Chinook Building, 401 5th Avenue, Suite 1000, Seattle, WA, 98104, and other Public Health or contractor locations as needed.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite.
Work schedule: The normal work week is Monday through Friday, 8 am – 5 pm with some need to work outside those hours. The position is subject to the provisions of the Fair Labor Standards Act and is overtime eligible.
