Job description

Overview

Under general supervision, performs secretarial administrative, public relations and education work for the Pamlico Soil and Water Conservation District. Work includes preparing correspondence, reports, vouchers, and other documents; attending meetings and taking and transcribing minutes; screening and independently handling routine inquiries by telephone and in person; and maintaining a variety of records and files. Responsible for performing administrative tasks in the delivery of Soil and Water Conservation Service programs to the public, including preparing program agreements, operational plans and other administrative materials, and maintaining accounting records for the Agricultural Cost Share Program. Makes oral presentations to various groups, distributes educational literature, confers with educators, and coordinates educational activities with local schools; and performs administrative tasks to support the Cost Share Technician in day-to-day operational details of the program. Reports to the District Board of Supervisors.

Responsibilities
  • Provide clerical and administrative support to the programs of the Pamlico Soil and Water Conservation District.
  • Maintain a neat appearance, good manners toward customers, dependable attendance, and a genuine interest in people and their problems as essential to the proper performance of duties.
  • Exercise independent action, initiative and administrative decisions as required due to the level of supervision.
  • Utilize ARC/GIS mapping tools and demonstrate computer proficiency in email, internet use, Word, Excel, and PowerPoint.
  • Maintain time sheets and expenses; manage travel and expense vouchers for the Division of Soil and Water Conservation.
  • Establish and maintain multiple filing systems for Districts, Counties, State records and related items.
  • Prepare independently routine correspondence and documents for review and approval by responsible personnel.
  • Establish schedules for Board Meetings and perform follow-up.
  • Attend all SWCD Board meetings and other local, area and state meetings as deemed necessary.
  • Prepare items for Board meetings, take notes on discussions, and maintain accurate records of official actions; assemble a draft of the minutes for review and finalization.
  • Provide copies of minutes and maintain complete and accurate files of these minutes as required (State and Federal).
  • Coordinate with schools on posters, essays and speech contests; present educational programs to schools when appropriate.
  • Assist cost share technician in field work, including drainage calls, farm site visits and stream-related activities.
  • Must be able to exert up to 15 pounds of force occasionally and/or a negligible amount of force frequently to move objects; work involves sitting, walking or standing for periods of time.

Qualifications
  • Knowledge: Considerable knowledge of program policies and federal, state, and local regulations pertaining to soil and water conservation.
  • Knowledge: Considerable knowledge of all programs and projects administered by and related to the Soil and Water Conservation District.
  • Knowledge: Considerable knowledge of the Farm Bill (Food Security Act), revisions, law intent and requirements of landowners.
  • Knowledge: Considerable knowledge of modern office practices and procedures including word processing, spreadsheets, and file maintenance programs.
  • Knowledge: Considerable knowledge of spelling, punctuation and grammar.
  • Knowledge: General knowledge of standard bookkeeping and accounting practices.
  • Abilities: Plan, organize and execute group activities; understand and follow moderately complex oral and written instructions; develop and modify work procedures to improve efficiency; maintain moderately complex records and compile data; communicate effectively orally and in writing; work in the field in adverse conditions.
Minimum Training and Experience
  • Graduation from high school, some college education, and three to five years of experience in administrative or technical program assistance work, preferably involving natural resource conservation; or an equivalent combination of training and experience that provides the required knowledge, skills and abilities.
