Job summary

The University of St. Thomas is seeking an Operations and Training Staff Sergeant in Public Safety to manage onboarding, training coordination, and the Field Training Officer program.

You will lead first-week onboarding, schedule instructors, and ensure new staff are equipped and integrated into field operations. You will also administer the FTO program, coordinate training activities, maintain manuals and records, and support compliance with university policies.

Qualifications

  • High school diploma or the equivalent plus three (3) years of progressively responsible public safety experience that demonstrates increasing responsibility in leadership, training, supervision, operations, or related functions.
  • Must possess a valid driver’s license and be able to pass the self-defense and training programs within the first six months of training as a condition of employment.
  • The initial training programs require day-time and night-time work in the first six months.

Responsibilities

  • Coordinate and deliver first-week onboarding for new employees.
  • Develop and maintain onboarding schedules from date of hire through completion of field training.
  • Coordinate instructor schedules and classroom assignments.
  • Ensure new employees receive required equipment, uniforms, access, and training resources.
  • Coordinate onboarding logistics, classroom materials, and training locations.
  • Support a consistent onboarding experience across all campuses.
  • Coordinate and administer the department's Field Training Officer Program.
  • Schedule Field Training Officer assignments and trainee rotations.
  • Review Daily Observation Reports (DORs) for completeness, consistency, and quality.
  • Maintain FTO manuals, evaluation documents, and program records.
  • Coordinate training and development opportunities for Field Training Officers.
  • Monitor trainee progress and recommend successful completion, additional training, or remedial training as appropriate.
  • Maintain documentation supporting the FTO program.
  • Coordinate training activities for new and current employees.
  • Coordinate annual in-service training, mandatory recertifications, remedial training, and specialty training.
  • Coordinate instructors, classroom space, equipment, and training logistics.
  • Serve as instructor, backup instructor, or co-instructor for departmental training programs.
  • Maintain instructor certifications as assigned.
  • Coordinate outside instructors and training vendors when necessary.
  • Assist with the development and revision of lesson plans and training materials.
  • Maintain employee training records and certification files.
  • Monitor certification expiration dates and required recertifications.
  • Maintain lesson plans, instructor records, attendance documentation, and training files.
  • Ensure training documentation is complete, accurate, and audit ready.
  • Support compliance with University policies and applicable regulatory requirements.
  • Coordinate staffing and scheduling for special events.
  • Coordinate staffing for alcohol service events.
  • Coordinate requests for outside law enforcement staffing.
  • Verify attendance and reconcile actual hours worked.
  • Coordinate event billing and cost recovery.
  • Assist with operational planning for major events.
  • Provide administrative support in scheduling, payroll, report distribution, and operational functions.
  • Provide coverage for Administrative Sergeants during absences or increased workload.
  • Assist with the Daily Crime Log and other administrative assignments as needed.
  • Assist the Assistant Director with employee coaching, retraining, and disciplinary documentation.
  • Support consistent application of departmental policies and procedures.
  • Provide administrative support to Sergeants to ensure documentation, training requirements, and operational responsibilities are completed.
  • Assist with leadership development and mentoring opportunities for supervisors.

Salary Range: $26.80 to $29.45/hr

JOB SUMMARY

The Operations and Training Staff Sergeant reports directly to the Assistant Director and serves as the department's primary coordinator for employee onboarding, training, Field Training Officer (FTO) operations, and special event administration. This position is responsible for coordinating, administering, and supporting the department's comprehensive training program to ensure employees receive consistent, effective, and compliant training throughout their careers.

The Operations and Training Staff Sergeant leads the first-week classroom onboarding experience, develops and maintains onboarding schedules, coordinates instructor assignments, and ensures new employees are properly equipped, trained, and successfully transitioned into field operations.

This position serves as the department's lead administrator for the Field Training Officer (FTO) Program, including coordinating FTO assignments, reviewing Daily Observation Reports (DORs), maintaining training manuals and evaluation standards, monitoring trainee progress, and supporting the training and development of Field Training Officers to promote consistency throughout the program.

The Operations and Training Staff Sergeant coordinates departmental training activities for both new and current employees, including annual in-service training, required recertifications, remedial training, specialty training, and instructor scheduling. Responsibilities include coordinating training logistics, maintaining training records and certification documentation, monitoring expiration dates, and supporting compliance with University policies, regulatory requirements, and departmental standards.

This position serves as an instructor, backup instructor, or co-instructor for departmental training programs, including but not limited to Defensive Tactics, CPR/AED/First Aid, Stop the Bleed, De-escalation, Crisis Intervention, Baton, Chemical Irritant, Active Threat Response, Bike Patrol (IPMBA or equivalent), and other assigned training programs.

The Operations and Training Staff Sergeant also coordinates departmental special event scheduling, staffing, and billing operations for Division I athletics, commencement ceremonies, conferences, alcohol service events, and other internal and external events. Responsibilities include coordinating staffing assignments, scheduling external law enforcement support, verifying hours worked, reconciling billing, and maintaining event staffing documentation.

This position assists the Assistant Director with employee performance and conduct matters by documenting coaching, retraining, and corrective actions, while providing administrative support to Sergeants to ensure departmental responsibilities, documentation, and operational standards are consistently maintained.

Although primarily assigned to a Monday through Friday schedule, this position must maintain flexibility to adjust work hours in support of department operations, staffing shortages, emergencies, training activities, and special events.

ESSENTIAL FUNCTIONS
