Job description

The New York City Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. We deliver 1.1 billion gallons of high-quality drinking water per day to 8.5 million New York City residents and more than 1 million people in Upstate New York, and we collect and treat an average of 1.3 billion gallons of wastewater per day.


New York City has approximately 140,000 catch basins, 114,000 hydrants, 90,000 valves, 14 gatehouses, 3 reservoirs, 68 groundwater wells, a 100-million-gallon underground storage tank and 7,000 miles each of both sanitary sewers and water mains. The responsibility of maintaining these vast networks falls under the Department of Environmental Protection’s Bureau of Water and Sewer Operations (BWSO).


The Bureau of Water & Sewer Operations seeks to hire a Deputy Chief of Water and Sewer Planning within the Division of Engineering, Connections and Permitting. The Deputy Chief of the Water and Sewer Planning unit is responsible for 10-15 staff of varying expertise including mechanical and civil engineers as well as administrative staff. The group is responsible for the review and permitting of water and sewer service connections, coordination with the inspection unit, legal, customer service, operations, as well as cross connection unit.


Specific responsibilities include, but are not limited to:

  1. Provide guidance on policy, proposed rules and identify any gaps or common errors.
  2. Ensure regulations are understood and communicated to staff and applicants as needed. Resolve technical conflicts immediately to minimize potential impacts on program reporting.
  3. Report on any project delays, staffing issues, backlogs and develop alternative solutions.
  4. Develop training and guidance manuals for internal staff as well as public-facing documents.
  5. Engage in studies, investigations or examinations related to the engineering functions or activities of the department, including connection & permitting.
  6. Work with staff in developing staffing plans, workload evaluations, team metrics and trends.
  7. Review all necessary information and statistics in the preparation of weekly, monthly and yearly metrics and other city council reports, as required.
  8. Conduct meetings with Professional Engineers, Registered Architects, Licensed Plumbers, Contractors, Industry, other City Agencies, other Bureaus within DEP, and Bureau personnel regarding issues and questions on plan design and processing.
  9. Ensure staff have adequate supplies, equipment, and facilities; oversee procurement/contracting activities; and/or oversee logistical operations.

***ALL CANDIDATES MUST BE PERMANENT IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE ENGINEER TO BE CONSIDERED***


Minimum Qualifications

1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.


Preferred Skills

At least 10 years' experience in water and sewer hydraulics. Knowledge of various databases, Excel, etc. Understanding and experience with GIS.
