Job summary

City of Albuquerque's Community Safety Department seeks a qualified supervisor to lead professional behavioral health responders and support staff, overseeing community response and policy development under federal/state regulations.

The role involves coordinating with police, fire, EMS, and outside agencies; managing performance and training, ensuring compliance, and presenting to educational groups and the public. This is a safety sensitive position requiring readiness for varied hours.

Qualifications

• Master's degree from an accredited university or college and four years of experience in social services, behavioral health, or related fields.
• Two years supervisory experience in social service or health-related fields.
• Licenses or certifications preferred (LMSW, LCSW, LISW, LPCC, LMFT, CNP, CNS).

Responsibilities

• Plan, organize, supervise, review and evaluate the work of professional and support staff.
• Coordinate staff training; participate in staff selection and discipline procedures.
• Develop and coordinate work teams; monitor activities for policy compliance.
• Prepare statistical reports and summaries.
• Represent the Albuquerque Community Safety Department in meetings with service providers and outside agencies.
• Coordinate with Emergency Communications Centers to assign calls and monitor responses.
• Oversee 911 responses for individuals with behavioral health issues and related circumstances.
• Present to educational institutions and community groups.
• Provide complex management support and recommendations to upper management.
• Assist in developing goals, policies, procedures and work standards.
• Review organizational structures and regulatory developments affecting operations.
• Evaluate employee performance and conduct evaluations.
• Serve as first level counsel for employees; communicate effectively.
• Examine documents for proper authorization and conformance with contracts and regulations.
• Oversee safety procedures to ensure public safety.
• Represent ACS to other divisions and outside agencies; coordinate activities.

Education

Master's degree from an accredited university or college

Four (4) years experience in social services, behavioral health, public health, emergency management, criminal justice, human services, law enforcement, emergency communications/dispatch, corrections, or a related behavioral health or public safety field

Two (2) years supervisory experience in one or more elements of a comprehensive social service or health related field

Position Summary

Supervise, plan, and oversee the work of professional behavioral health responders, support staff and department activities to include community response as well as the formulation of policies in accordance with Federal and/or State regulations; coordinate assigned activities with other divisions, departments and outside agencies; provide highly responsible and complex administrative support to the Community Safety Department management team.

This is a safety sensitive position subject to random drug/alcohol testing.

ESSENTIAL FUNCTIONS:

• Plan, organize, assign, supervise, review and evaluate the work of professional and support staff.
• Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
• Contribute to the overall quality of the unit's service provision by developing and coordinating work teams; provides professional development and monitors work activities to ensure compliance with established policies and procedures.
• May prepare statistical reports and summaries.
• Represent the Albuquerque Community Safety Department in meetings with service providers and other public and private organizations.
• Coordinate and assist with Emergency Communications Centers of Police and Fire Rescue Departments to establish and oversee assignment of calls; monitor call response times and coordinate co-responses.
• Oversee and respond in person or by phone to 911 requests for assistance with individuals experiencing issues with mental and behavioral health, inebriation, homelessness, addiction, chronic mental illness as well as other issues that do not require police or EMT response.
• Present and meet with members of educational institutions, community groups and the public;
• Provide complex and sensitive management and programmatic support; provide recommendations to upper management.
• Assist in developing goals, objectives, policies, procedures and work standards.
• Review and analyze and make recommendations regarding matters such as organizational structure; team and quality improvement alternative and legal/regulatory development and implementation.
• Evaluate employee performance and completes performance evaluations for designated staff.
• Serve as the first level of counsel for employees; communicate effectively with all those encountered in the course of work.
• Examine supporting documentation to establish proper authorization and conformance with agreements, contracts, and state and federal regulations.
• Supervise and oversee safety procedures to ensure public safety and security procedures are followed.
• Represent ACS to other divisions, departments, elected officials and outside agencies; coordinate assigned activities with other divisions, departments and outside agencies and organizations.

Supplemental Functions

• Attend and participate in professional group meetings; stay abreast of new trends and innovations in assigned areas.
• Respond to and resolve difficult and sensitive inquiries from responders and address concerns or complaints from consumers.
• Perform other related duties and responsibilities as assigned.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis. Master's degree from an accredited university or college; and Four (4) years experience in social services, behavioral health, public health, emergency management, criminal justice, human services, law enforcement, emergency communications/dispatch, corrections, or a related behavioral health or public safety field, psychology, counseling, behavioral health, public health, emergency management, criminal justice, sociology, or a related health or public safety discipline.

To Include two (2) years supervisory experience in one or more elements of a comprehensive social service or health related field.

Possession of any of the following licenses or certifications preferred: Licensed Masters of Social Work (LMSW), Licensed Clinical Social Worker (LCSW), Licensed Independent Social Worker (LISW), Licensed Professional Clinical Counselor (LPCC), Licensed Marriage and Family Therapist (LMFT), Certified Nurse Practitioner (CNP), Clinical Nurse Specialist (CNS).

Additional Requirements

• Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.
• Possession of a City Operator's Permit (COP) within 6 months from date of hire.
• Successful completion of a security background check conducted by the Criminal Justice Information Services (CJIS) of the Federal Bureau of Investigations (FBI)
• Must have the ability to work flexible hours, including nights, weekends and holidays as required.
