Acquisition Program Manager
Location: Fort Washington, MD (Onsite)

Education: MS/MA (or a BA/BS plus an additional 8 years of work experience, 4 of which must be work-related)
Outcomes
- Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
- Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
- Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
- Master position tasks within 60 days and exceed requirements within 90 days.
Responsibilities
The Acquisition Program Manager supports CCSO across its cyber capabilities’ portfolio with a full range of project management tasks, in coordination with government program managers, to include procurement, financial management and planning, systems engineering, production, security, contracting, and logistics for existing and future programs.
The Acquisition Program Manager shall support and advise on development and maintenance of all project documentation, and coordination of documentation between functional organizations inside and outside SAF/OC.
- Provide expertise with DoD systems and non-systems full life cycle program management support, to include but not limited to: acquisition strategy development, requirement documentation development, project management documentation and reports, stakeholder management, monitoring of cost, performance and schedule, and DoD risk management techniques.
- Draft documentation (e.g., acquisition plans, requirements approval documents, justification and approvals, statement of objectives/statement of work/performance work statements, quality contract data requirements list, assurance plans, etc.); presentation materials (e.g., early strategy and issues sessions, acquisition strategy panel briefings, etc.); and prepare and coordinate, within SAF/OC, staff summary packages to support acquisition milestone coordination and decisions (RR #18).
- Support risk management and process improvement by developing risk mitigation strategies, recommended courses of action, and documentation (RR# 19).
- Support development of program execution briefings and contract review briefings.
- Participate as an acquisition SME in internal and external SAF/OC meetings. The contractor shall develop and coordinate responses to internal and external program inquiries.
- Support development of Program Element Monitor (PEM) briefings, staffer briefs, and recommend to the Government language for annual Congressional Justifications Books.
- Work with other functional areas including financial management on PEM related activities (e.g., tracking, monitoring, and reporting of program element execution, contract actions, unfunded requirements, and necessary program metrics).
- Develop and deliver program execution briefings and contract review briefings.
- Develop, advise on, and maintain all project documentation.
- Conduct ongoing risk management, issue resolution, and process improvements on projects assigned.
- Provide ongoing project execution oversight and leadership to include schedule development and monitoring; technical development prioritization, goal setting, and monitoring; technical execution performance monitoring and assessment; resource monitoring and assessment; technical integration planning, scheduling, and implementation; test planning, scheduling, coordination, implementation, and oversight; risk and issue identification and mitigation; and financial execution monitoring.
- Plan, coordinate, and execute regular, ongoing Sprint Reviews and Project Reviews for projects assigned.
- Evaluate and communicate project progress in writing, in briefings, and in discussions with Government Program Managers, other CDM personnel, and leadership (RR# 26).
- Anticipate and comprehend technical issues related to cyber capability efforts and work with appropriate team members to resolve.
- Develop and oversee improvements to the capability roadmap, to include: new features, functionality, and integration points.
- Support transition efforts to effectively deliver operations-ready capabilities. Transition support shall include coordination of site deliveries and installations, guidance and oversight of developer deliveries, and support transition engagements to include life cycle sustainment planning for transition.
Qualifications
- Minimum of fifteen (15) years of work-related experience.
- Of those 15 years, a minimum of ten (10) years conducting DoD acquisition program management.
- A recognized expert in their area of expertise.
- Expertise analyzing, developing, and advising on DoD systems and non-systems program management requirements and acquisition strategies.
- Expertise developing and coordinating DoDI 5000.02 acquisition and sustainment or Services Category (S‑CAT) level I through V milestone planning and reporting documentation.
- Ability to work on high-visibility and mission critical taskings independently.
- Exceptional verbal and written communications skills.
Desired Qualifications
- PMP or DAWIA equivalent.
- Knowledgeable and skilled at applying Generative AI.
Travel
Vicinity travel within the National Capital Region (NCR) and occasional long-distance travel outside the NCR.
