Job summary

RSI is seeking an Acquisition Planner in Westminster, CO to coordinate and develop subcontracting documents aligned with agency requirements and project goals. The role interfaces with project managers, technical teams, and PMO to ensure effective strategies and contract actions.

The candidate will have a bachelor’s degree (or equivalent) with at least four years of relevant environmental or construction contract experience, plus familiarity with FAR/DEAR and safety labor standards.

Qualifications

• Bachelor’s degree in business administration, construction management, engineering, finance, or related discipline; education may be substituted.
• Minimum of 4 years of relevant experience supporting environmental or construction contracts.
• Familiarity with procurement laws and regulations supporting a federal client, including FAR and DEAR; DOE ISMS familiarity.

• Write clear subcontracting documents to include accurate scope statements, terms, and pricing structures.
• Ensure documents follow FAR/DEAR, OSHA, and labor laws; review procurement documents.

Position Summary

RSI is recruiting for an Acquisition Planner who will be responsible for coordinating, collaborating, and developing/writing subcontracting documents to ensure alignment with organizational objectives, applicable federal requirements, and work planning needs. This position serves as the key liaison among project managers (including site leads, and Control Account Managers), technical teams, program management office (PMO) and acquisition services personnel to ensure acquisition strategies and contract actions effectively support organizational priorities and successful outcomes.

Hiring Range:

$68,000.00 to $80,000.00 per year. (The anticipated starting salary is based on the posted minimum requirements for this position. The offered salary will be based upon the selected applicant’s education, training, and experience.)

This position is required to travel 15% or more of the time.

Essential Duties And Responsibilities

• Write clear and concise subcontracting documents to include accurate scope statements and requirements, terms, and pricing structures.
• Ensure all subcontracting documents follow statutory and agency-specific guidelines and adhere to the Federal Acquisition Regulation (FAR) and Department of Energy Acquisition Regulation (DEAR).
• Ensure subcontracting documents adhere to local, state, and federal requirements, including safety regulations (such as OSHA), and labor laws.
• Participate in programmatic working groups and Community of Practices (CoP) to share knowledge, identify trends, establish resolutions, improve training content and refine the program’s subcontracting capabilities.
• Participate in acquisition or procurement document and process reviews and revisions.
• Contribute to training content for subcontracting processes, management, and closeout.
• Other duties as assigned.

• Familiarity with prime contractor requirements supporting Depart of Energy (DOE) Integrated Safety Management Systems (ISMS), including emergency management, environmental, safety and health, quality assurance, quality control, and security for field work controls/requirements.
• Familiarity with engineering, environmental and construction projects, practices, and processes.
