Job summary

Parsons is seeking an exceptionally talented Cyber Acquisition Lead to join our team in Arlington, VA. You will advise senior DoD cyber leadership, shape budgeting for cyberspace operations, and manage PPBE processes with a focus on program and budget alignment to strategic priorities.

You will develop executive briefings and participate in cross-agency coordination, leveraging JCIDS and DAS knowledge to translate cyber needs into funded programs. A TS/SCI-eligible clearance is preferred.

Qualifications

  • Bachelor’s degree from an accredited university.
  • Minimum 10 years of experience in DoW strategic planning, programming and budget execution (PPBE) development, and cyberspace operations.
  • Experience in Service and/or Joint Programming and POM development.
  • Deep knowledge of formulation of Program Objective Memorandum (POM) and Program Element (PE)-level fiscal management.
  • Experience with the legacy Defense Acquisition Process (DAS) or newly reformed Joint Force Requirements Process (JFRP).
  • Expertise in Software Acquisition Pathway (SWAP), OTA or other Cyber Acquisition processes/contract vehicles.
  • Experience in supporting CAPE PBR for Cyber or C4IP activities, including developing Component Strategic Portfolio Review Memos.
  • Ability to interface with senior level management.
  • Demonstrated excellent verbal, interpersonal and written communication skills.
  • Active DoW Top Secret Clearance with SCI eligibility.

Responsibilities

  • As a member of the Office of the Principal Cyber Advisor (OPCA), you will directly support the Department's senior cyber leadership in shaping the strategy, planning, programming, and resourcing of cyberspace operations.
  • Advise OPCA leadership on cyberspace operations resources, budget priorities, and strategic investments supporting the Department of Defense's cyber mission.
  • Support the development, integration, and execution of the DoW Planning, Programming, Budgeting, and Execution (PPBE) process, including POM development and PBR activities.
  • Analyze PE-level funding, resource allocations, and budget submissions to ensure investments align with strategic cyber priorities and operational requirements.
  • Provide technical assessments of cyber programs, budget initiatives, and resource proposals, identifying funding gaps, risks, and opportunities to improve mission effectiveness.
  • Support the development of Cyberspace Operations Programming Guidance (COPG), fiscal guidance, budget certification packages, and executive decision briefs for senior DoD leadership.
  • Leverage knowledge of JCIDS, DAS, and PPBE processes to ensure cyber capability requirements are translated into funded programs.
  • Analyze budget and program data using enterprise tools like SNAP-IT, ADVANA, Budget Justification Books, and other DoD systems.
  • Develop executive-level briefings, reports, and recommendations for senior leaders across OSD, Military Departments, and Combatant Commands.
  • Coordinate across government organizations to synchronize cyber policy, capability development, acquisition, and resource planning efforts.
  • Support the Principal Cyber Advisor in overseeing military cyber forces and resource alignment for readiness and advantage.

Job Description:

Parsons is looking for an amazingly talented Cyber Acquistion Lead to join our team! In this role the selected candidate will:

  • As a member of the Office of the Principal Cyber Advisor (OPCA), you will directly support the Department's senior cyber leadership in shaping the strategy, planning, programming, and resourcing of cyberspace operations. Serving as a trusted advisor, you will provide analytical and technical expertise that informs enterprise-wide investment decisions and ensures the Department's cyber capabilities remain aligned with national defense priorities.

  • Advise OPCA leadership on cyberspace operations resources, budget priorities, and strategic investments supporting the Department of Defense's cyber mission.

  • Support the development, integration, and execution of the DoW Planning, Programming, Budgeting, and Execution (PPBE) process, including Program Objective Memorandum (POM) development and Program and Budget Review (PBR) activities.

  • Analyze Program Element (PE)-level funding, resource allocations, and budget submissions to ensure investments align with strategic cyber priorities and operational requirements.

  • Provide technical assessments of cyber programs, budget initiatives, and resource proposals, identifying funding gaps, risks, and opportunities to improve mission effectiveness.

  • Support the development of Cyberspace Operations Programming Guidance (COPG), fiscal guidance, budget certification packages, and executive decision briefs for senior DoD leadership.

  • Leverage knowledge of the Joint Capabilities Integration and Development System (JCIDS), the Defense Acquisition System (DAS), and PPBE processes to ensure cyber capability requirements are effectively translated into funded programs.

  • Analyze budget and program data using enterprise tools such as SNAP-IT, ADVANA, Budget Justification Books, and other DoD resource management systems to support informed decision-making.

  • Develop executive-level briefings, reports, and recommendations that communicate complex fiscal and acquisition information to senior leaders across the Office of the Secretary of Defense, the Military Departments, Combatant Commands, and other stakeholders.

  • Coordinate across government organizations to synchronize cyber policy, capability development, acquisition, and resource planning efforts in support of enterprise cyber objectives.

  • Support the Principal Cyber Advisor in fulfilling oversight and advocacy responsibilities for military cyber forces and cyberspace activities, ensuring resources are aligned to deliver mission readiness and strategic advantage.

  • This role offers the opportunity to influence the future of Department of Defense cyber capabilities by supporting the senior leaders responsible for shaping cyber policy, investment strategy, and enterprise-wide resource decisions.

  • Ability to interface with senior level management;

  • Demonstrated excellent verbal, interpersonal and written communication skills;

  • Demonstrated ability to provide technical support and advice; and,

  • Active DoW Top Secret Clearance with SCI eligibility.

What Desired Skills You'll Bring:
  • Congressional Budget justification material development experience.
Security Clearance Requirement:

An active Top Secret SCI security clearance is required for this position.

Salary Range: $125,100.00 - $225,200.00
