Accounts Payable Clerk 1 / County Auditor Office
SUMMARY:

Under limited supervision, monitors, tracks, and makes payments for accounts payable. Performs a wide range of professional, clerical accounting functions, auditing, and advisory services using standard and specialized methods and procedures in accordance with Generally Accepted Accounting Principles (GAAP) and County policies. Work involves preparing detailed schedules and reports, reconciling and verifying accounts, and monitoring internal controls. Interprets and analyzes various accounting data and recommends action.

ESSENTIAL DUTIES AND RESPONSIBILITIES:(The following duties represent the principal job duties; however, they are not all-inclusive.)
  • Performs analytical reviews, such as comparing and studying relationships among data.
  • Verifies compliance of activities with statutes, policies, and plans.
  • Communicates with county employees and vendors by telephone or email to obtain necessary documentation.
  • Reviews and audits all accounts payable submissions for accuracy and appropriate supporting documentation.
  • Enters invoice data in the MUNIS ERP Financial Software with minimal error to entry ratio.
  • Reconciles account ledgers and ensures that accounts balance.
  • Collects, analyzes, and summarizes accounting information.
  • Produces various spreadsheets and reports.
  • Prepares memos, letters, and other documents using various Microsoft Office Software such as Word, Excel, PowerPoint, etc.
  • Assist the County Auditor with assigned tasks as necessary.
OTHER NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Regular attendance is required.
  • Performs all other related duties as assigned.

MINIMUM QUALIFICATIONS:

Education and Experience:
  • A High School diploma or equivalent is required.
  • Sufficient experience to understand the basic principles relevant to the primary duties of the position; usually associated with completing an apprenticeship/internship or having had a similar position for one to two years.

LICENSE REQUIREMENTS:

Must possess a valid and appropriate Texas Class C driver’s license and acceptable driving record at the time of appointment and throughout employment in this class series.

Knowledge, Skills, and Abilities:
Knowledge of:
  • Processing accounts and incoming payments in compliance with financial policies and procedures.
  • Performing day-to-day financial transactions, including verifying, classifying, and recording accounts payable data.
  • At least 1 to 2 years of accounts payable, office, administrative, or related experience.
  • Proficient knowledge of basic arithmetic, including addition, subtraction, multiplication, division, interest, decimals, and percentages.
  • General knowledge of basic hardware and software and uses of various computer operating systems such as Microsoft Office Word, Excel, and Outlook.
  • Basic bookkeeping, accounting principles, techniques, and fiscal and accounting records maintenance.
Skills and Abilities to:
  • Process outgoing payments in compliance with financial policies and procedures.
  • Perform day-to-day financial transactions, including verifying, classifying, and recording accounts payable data.
  • Reconcile the accounts payable ledger to ensure all bills and payments are accounted for and correctly posted.
  • Verify and investigate any discrepancies by reconciling vendor accounts and monthly vendor statements.
  • Understand expense accounts and basic fund accounting principles.
  • Understands compliance issues around accounts payable processes (W-9, sales tax, etc.).
  • General skills in operating standard office equipment such as personal computers, calculators, photocopiers, fax machines, scanning equipment, and multi-line telephones.
  • Possess excellent communication skills in expressing oneself clearly and concisely, both orally and in writing.
  • Must possess strong communication and interpersonal skills in dealing with the public and County employees in person and by telephone.
  • Excellent organizational and time management skills, especially managing multiple concurrent tasks.
  • Possess a thorough understanding of the importance of confidentiality and non-disclosure according to the general standards set forth by HIPAA and County Policies.
  • Work under pressure in a high-volume office and to produce accurate work
  • Must be mature, dependable, resourceful, and able to work independently.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:

The physical demands described here represent those that an employee must meet to perform the essential functions of this job successfully. Work is performed primarily in a standard climate-controlled office and requires sufficient physical mobility to work in an office setting with prolonged exposure to computer screens, to stand or sit for prolonged periods of time, walking, standing, stooping, bending, kneeling, and lifting to 35 pounds. Need manual dexterity and visual acuity. Must be able to operate office equipment requiring repetitive hand movement and fine coordination, including using a computer keyboard.

WORK ENVIRONMENT:

Work is primarily indoors in an air-conditioned, smoke-free office. It involves continuous work at a computer keyboard. Work outside of normal office hours (Monday through Friday, 8 a.m. to 5 p.m.) may be required to meet deadlines and accuracy requirements.
