Job summary

Iowa Workforce Development is seeking a full-time specialist to process payment batches, reconcile accounts, and support the Tax Bureau. The role includes handling ACH and paper checks, preparing deposits, and generating DAT files.

Hybrid telework is available after six months, with a stable Monday–Friday schedule in Des Moines, IA. Responsibilities include daily processing, reconciliation, and documentation for audits, plus back-up support for the Tax Bureau.

Qualifications

  • High school diploma or GED required with accounting coursework.
  • Post-high school accounting coursework (≈20 sem hours).
  • Equivalent mix of education and clerical accounting work acceptable.
  • State of Iowa accounting experience is a plus.
  • Valid combination of education/experience may be substituted for formal education.

Responsibilities

  • Process ACH credits and paper checks daily.
  • Deposit checks using remote scanner and create DAT files.
  • Prepare deposits that may not be readable by scanner.
  • Reconcile, balance, and document payment batches in MIUI daily.
  • Process employer ACH applications and send confirmations.
  • Research discrepancies and maintain audit-ready records.
  • Assist Tax Bureau staff during busy periods and absences.

Position Overview

Process, reconcile, and balance payment batches; prepare deposits and DAT (data) files; process ACH applications; research and correct payment discrepancies; maintain documentation; process transfers and returned items; and provide back-up support for Tax Bureau mail processing.

In This Role You Will Be Responsible For

Process ACH credit payments and paper checks received daily. Deposit paper checks through remote check scanner. Create DAT files to apply payments to accounts. Prepare manual deposit that may not be readable or accepted by remote deposit check scanner. Troubleshoot errors and/or report any errors or issues to relevant staff as needed.

Compile, reconcile, and balance all payment batches submitted in MIUI (myIowaUI tax system) daily. Payment batches include H-Batch (manually applied paper checks), A-Batch (no new money), G-Batch (suspense items), V-batch (paper checks), ACH Credit Batch/ACH payments, and Returned Items (payments returned or rejected by the bank).

Process ACH applications from Employer received by email, mail or fax. Send confirmation letters to Employers when ACH payment method is set up for the Employer's account.

Research balancing discrepancies to identify and correct payment errors. Maintain a spreadsheet of all reconciling entries, void suspense payments, and produce documentation for state auditors and TPS (Tax Performance System).

Work with Financial Management of all State of Iowa Internal Exchange Transfers. Process and complete offsets of returned item documents and transfer payments.

Provide back-up assistance to Tax bureau staff responsible for processing Tax Bureau mail during absences and high levels of business activity.

Minimum Qualification Requirements
  • Graduation from high school or G.E.D. equivalency and four years of clerical accounting experience which involved the compilation, tabulation, examination, verification or recording of financial, statistical or related fiscal programs using elementary bookkeeping principles and practices;
  • the successful completion of a post-high school vocational/technical, business college, or area community college curriculum in accounting which included concentrated course work equivalent to twenty semester hours (or more) in accounting;
  • an equivalent combination of education and experience, substituting one year of employment in clerical office work for each year of the required education;
  • substituting the successful completion of thirty semester hours or the academic equivalent in a post high school Business, Accounting or closely related curriculum for each year of the required experience;
  • any equivalent combination of qualifying education or experience;
  • one year of experience as an Accounting Technician 1 in the State of Iowa classified service will be considered as qualifying;
  • one year of work experience as an Accounting Clerk 3 in the State of Iowa classified service will be considered as qualifying.
