Qualifications

• Knowledge of municipal accounting, auditing, fund accounting, and internal controls.
• Experience with financial reporting, reconciliation, cost analysis, and recordkeeping.
• Ability to interpret federal, state, and local laws, MOUs, and city policies governing payroll and accounting.

Responsibilities

• Plan, supervise, and review accounting and payroll staff; train, coach, and evaluate.
• Develop goals, policies, procedures, and process improvements for accounting/payroll.
• Oversee payroll operations, including processing, taxes, deductions, and benefits.
• Ensure compliance with payroll and financial reporting requirements (CalPERS, IRS, EDD, CDTFA, W-2s, 1099s).
• Perform and oversee general ledger maintenance, journal entries, reconciliations, and year-end close.
• Review transactions for accuracy and compliance with city policies and controls.
• Assist in budget development, provide cost estimates and payroll projections.
• Prepare accounting, payroll, audit, and financial reports for management.
