Job summary

Milwaukee County is seeking a detail-oriented professional to manage the resident Trust Account and oversee related office operations within the Community Reintegration Center (CRC). You will supervise staff, ensure accurate accounting, and support year-end activities using the Advantage system.

The role requires strong fiscal management, accounting knowledge, and supervisory experience, with a focus on accurate, confidential handling of funds and data integrity.

Qualifications

  • Associate degree or higher in Business Management/Administration, Accounting, Finance or closely related field required.
  • Five (5) years or more of work experience in Fiscal Management, Accounting or Banking required.
  • Three (3) years or more of work experience in a Supervisory or Management role required.
  • Advanced knowledge of Microsoft Word, Excel, Outlook, PowerPoint and Teams required.

Responsibilities

  • Supervises Daily Operations of Resident Trust Accounts - Manages staff that performs all daily operations of CRC resident accounts, warehouse, receptionist and mail room.
  • Commissary Management - Monitors all commissary and phone sale activities. Supervises the payment of monthly invoices for services provided and reconciling of all data with the accounting system.
  • Deposits including Huber/EM - Oversees all deposits including checks from 18 municipalities for board fees, and cash/checks for services provided by the graphics department. Authorizes payment for gas, electric and water/sewer charges.
  • Banking and General Ledger Activities - Performs monthly balancing and reconciling with audit department. Supervises maintenance of CRC check register for the Trust Account. Performs related Advantage transactions.
  • Supports Fiscal Administrator - Assists Fiscal Administrator with ongoing Advantage accounting entries, tracking of revenue collections, year-end accounting activities (e.g., accruals) and other needs.
  • Outside Payment Services - The CRC currently uses a vendor named Rapid Financial Solutions to collect money from family and friends which is then placed in the resident’s trust account.
  • E-Media Services - Coordinates funds from Rapid Financial Solutions that are then transferred to the trust account for the residents to purchase e-media services (e.g., player devices for music, e-mail, other services). Oversees staff that reviews e-mails to/from residents and hands out PIN’s for player devices.
  • Year-End Activities – Serves as the main point of contact with phone, commissary, and e-media vendors. Manages and troubleshoots all issues that arise, including working closely with vendor IT staff to resolve technical issues.
  • Vendor Management - Responsible for year-end revenue/expense accruals.
  • Grant Program Management - Manages the quarterly fiscal reporting and assists with annual single audits.

Job Summary

Manages all activities for the resident Trust Account. The objective is to maintain an accurate and confidential account of each resident’s money. Manages Trust Account, manages office operations and trains and evaluates fiscal staff. Develops and implements accounting policies and procedures. Supports Fiscal Administrator with Advantage system and year-end accounting activities. Manages large funds and high volumes of revenue and expense transactions.

Work Schedule

Scheduled work hours will be on 1 st shift, Monday-Friday only. After the probationary period, this position will work 3 days in the office and 2 days remote.

Job Responsibilities
  • Supervises Daily Operations of Resident Trust Accounts - Manages staff that performs all daily operations of CRC resident accounts, warehouse, receptionist and mail room. Ensures accuracy, efficiency and professionalism to the public and other agencies. Writes procedures and handles any issues that arise in the daily fiscal resident operations.
  • Commissary Management - Monitors all commissary and phone sale activities. Supervises the payment of monthly invoices for services provided and reconciling of all data with the accounting system. Maintains spreadsheets for accounting and budget purposes.
  • Deposits including Huber/EM - Oversees all deposits including checks from 18 municipalities for board fees, and cash/checks for services provided by the graphics department. Authorizes payment for gas, electric and water/sewer charges. Oversees staff that does Huber/EM billing and verifies monthly deposits.
  • Banking and General Ledger Activities - Performs monthly balancing and reconciling with audit department. Supervises maintenance of CRC check register for the Trust Account. Performs related Advantage transactions.
  • Supports Fiscal Administrator - Assists Fiscal Administrator with ongoing Advantage accounting entries, tracking of revenue collections, year-end accounting activities (e.g., accruals) and other needs.
  • Outside Payment Services - The CRC currently uses a vendor named Rapid Financial Solutions to collect money from family and friends which is then placed in the resident’s trust account. Reports must be run daily to verify proper billing and payments between Rapid Financial Solutions, the resident trust account and the resident accounting system (CORE).
  • E-Media Services - Coordinates funds from Rapid Financial Solutions that are then transferred to the trust account for the residents to purchase e-media services (e.g., player devices for music, e-mail, other services). Oversees staff that reviews e-mails to/from residents and hands out PIN’s for player devices.
  • Year-End Activities – Serves as the main point of contact with phone, commissary, and e-media vendors. Manages and troubleshoots all issues that arise, including working closely with vendor IT staff to resolve technical issues. Oversees staff that processes debit release cards and helps manage issues.
  • Vendor Management - Responsible for year-end revenue/expense accruals. Makes correcting/adjusting entries into Advantage system. Calculates and creates JVs (e.g., interagency Xchg). Oversees time-consuming unclaimed funds process (very accurate/created in proper format) for submission to the treasurer.
  • Grant Program Management - Manages the quarterly fiscal reporting and assists with annual single audits.
  • Other duties as assigned.
Required Education, License/Certification and Experience
  • Current residency within the State of Wisconsin upon application required
  • Valid Wisconsin Driver’s License required and must be maintained during employment
  • Associate degree or higher in Business Management/Administration, Accounting, Finance or closely related field required
  • Five (5) years or more of work experience in Fiscal Management, Accounting or Banking required
  • Three (3) years or more of work experience in a Supervisory or Management role required
  • Advanced knowledge of all related computer and software applications such as Microsoft Word, Excel, Outlook, PowerPoint and Teams required
Preferred Education and Experiences
  • Bachelor’s degree or higher preferred
  • Previous work experience with jail management systems and/or related accounting software packages preferred
