The Arizona Health Care Cost Containment System (AHCCCS) is seeking an Accounting Supervisor 1 to lead financial operations, review funding for manual invoices, and manage inter/intra-agency transfers. You will develop new processes to improve workflow and ensure timely payments and reconciliations.

Based in Phoenix, this in-office role offers remote work up to two days per week and a collaborative environment within state government.

Qualifications

  • Bachelor's degree in accounting or a closely related field and one year experience at the Accountant 4 level or equivalent.
  • Master’s Degree in Business Administration or Accounting preferred.

Responsibilities

  • Analyze, review, and reconcile system payments to health plans and providers to ensure timely disbursement.
  • Run Cognos and journal downloads to summarize expenditures and revenues.

Job Summary:

The Division of Business and Finance (DBF) is looking for a highly motivated individual to join our team as an Accounting Supervisor 1. Responsible for financial operations by analyzing and reviewing the available funding for processing of manual invoices, payments, and both Inter and Intra agency transfer. Develop and implement new processes and procedures to enhance workflow and productivity in order to ensure that all payments and reconciliations are processed within scheduled time frames.

Oversee, monitor, and train accounting staff to ensure that all health plans and provider’s payments and reports are finalized in a timely manner. Analyze and review the available funding for processing of manual invoices, payments, and both Inter and Intra agency transfers. Manage and oversee sister agencies’ reconciliations of their sub funds for revenues and expenditures. Develop and implement new processes and procedures to enhance workflow and productivity in order to ensure that all payments and reconciliations are processed within scheduled timeframes.

This is primarily an in-office position. Employees may be eligible to work from home up to two business days per week, with the remaining days expected to be worked on-site.

Major duties and responsibilities include, but are not limited to:
  • Analyze, review, and reconcile system payments as well as supplemental programmatic payments to health plans and health care providers from PMMIS (Prepaid Medical Management Information System) to AZ360, the State accounting system to ensure system integrity and timely disbursement of payments and recording of expenditures. Collaborate with Dept. of Administration General Accounting Office (GAO) regarding any processes that have not successfully run or that reject such as JVFT process or items on the AD Exception report.
  • Run Cognos and journal accounting downloads to summarize expenditure/revenue data elements reconciliations and management requests. Enhance existing reports that can assist division to analyze and assist with monthly financial reviews.
  • Provide supervision, training, and monitor the accuracy and quality of all work products including direct supervision of accounting staff.
  • Collaborate with Dept. of Administration General Accounting Office and Provider Registration to fix vendor conversion/modification errors for system integrity, timely payments, and 1099s.
  • Analyze and manipulate large volume of data to reconcile the JVFT process when they are not run successfully, as well as moving aged invoices from one budget year to another.
  • Research and respond to health plan and FFS provider Service Now ticket inquiries, and requests. Enter new or update health plans in AZ360.
  • Monitor and Run Call Center reports to identify problem areas for training and evaluations, as well as to track misdirected calls that belong to other divisions.
  • Monitor the management of sister agency sub fund for DES/DD reconciliation of revenue and expenditures.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Principles, concepts, practices, methods and techniques of government accounting and fiscal management (GAAP, GAAS), AHCCCS rules and regulations
  • Rules and regulations and processing of all administrative claims as outlines under the State of Arizona Accounting Manual
  • Complex knowledge of the Federal funding process related to programmatic expenditures including knowledge of the applicable Code of Federal Regulations (CFR’s)and the Cash Management Improvement Act (CMIA)
  • Mainframe, PMMIS, AZ360, Info Advantage, Cognos, and Data Warehouse in order to research provider’s payments and remittances as well as large volume of data downloads
  • Comprehensive knowledge of reconciliation processes
  • Microsoft Office applications including, Excel, Word and Access database and Google Suite

Qualifications:

Minimum:

  • Bachelor's degree in accounting or a closely related field and one year experience at the Accountant 4 level or equivalent.

Preferred:

  • Master’s Degree in Business Administration or Accounting.
