Job summary

Responsibilities

  • Plan, supervise, and review accounting and payroll staff; train, coach, and evaluate.
  • Develop goals, policies, procedures, and process improvements for accounting/payroll.
  • Oversee payroll operations, including processing, taxes, deductions, and benefits.
  • Ensure compliance with payroll and financial reporting requirements (CalPERS, IRS, EDD, CDTFA, W-2s, 1099s).
  • Perform and oversee general ledger maintenance, journal entries, reconciliations, and year-end close.
  • Review transactions for accuracy and compliance with city policies and controls.
  • Assist in budget development, provide cost estimates and payroll projections.
  • Prepare accounting, payroll, audit, and financial reports for management.

The Finance Department is responsible for managing the City’s fiscal operations and ensuring sound financial practices in compliance with state and federal laws. The Department oversees budgeting, accounting, cash management, purchasing, accounts payable, payroll, and utility billing to support effective financial planning and service delivery. Divisions within Finance handle critical tasks such as budget development, financial reporting, revenue administration, investment, and procurement. all aimed at maintaining a strong financial foundation. Committed to efficiency and accuracy, the Finance team plays a key role in managing public funds and enabling the City to provide high-quality services to the community.

What You’ll Do

As our new Accounting Supervisor, you will:

  • Plan, organize, assign, supervise, and review the work of accounting and payroll staff; train, coach, and evaluate, and supports employee development and performance management.
  • Develop and implement goals, policies, procedures, and process improvements for assigned accounting and payroll functions; ensure effective and efficient service delivery.
  • Oversees payroll operations, including payroll processing, reconciliation, posting, direct deposits, taxes, deductions, benefits, leave accruals, cash-outs, retroactive adjustments, and related financial transactions.
  • Ensure accurate and timely compliance with federal, state, and local payroll and financial reporting requirements including, CalPERS, IRS, EDD, CDTFA, W-2s, 1099s, and quarterly tax filings.
  • Perform and oversee accounting functions, including general ledger maintenance, journal entries, reconciliations, financial reporting, year-end close, and audit preparation and coordination.
  • Review and approve payroll and accounting transactions; identify and resolve discrepancies and exceptions while ensuring compliance with City policies, procedures, and internal controls.
  • Participate in budget development; prepare cost estimates and payroll/benefit projections, monitor expenditures, and provide financial information to support management and labor negotiations.
  • Provide technical assistance to management and prepare accounting, payroll, audit, and financial reports, analyses, staff reports, and other documentation.
  • Coordinate with City departments, outside agencies, vendors, contractors, and the public regarding payroll, accounting, payments, benefits, and related matters.
  • Respond to and resolve inquires and complaints by interpreting and explaining applicable policies, procedures, agreements, and regulatory requirements.
What We’re Looking For

Someone who:

  • Is knowledgeable in municipal accounting, auditing, fund accounting, budget financial management and internal controls.
  • Has experience in financial reporting, reconciliation, recordkeeping, cost analysis, and applicable accounting procedures.
  • Can interpret Federal, state, local laws, regulations, MOUs, employee agreements, and City policies governing payroll, accounting, and compensation.
  • Is a strong leader who can supervise, train and promote teamwork.
  • Has the ability to analyze, reconcile, and accurately process accounting and payroll transactions and reports.
  • Is able to communicate clearly and professionally with employees, management, vendors, agencies, and the public.
Minimum Qualifications:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Education: Equivalent to an associate degree from an accredited college or university with major coursework in accounting, finance, business administration, or a related field.
  • Experience: Four (4) years of increasingly responsible technical accounting support experience, including payroll processes, including one (1) year of experience in a lead or supervisory capacity.
Physical Demands and Working Conditions:
  • Mobility to work in a standard office setting and use standing office equipment, including a computer.
  • Vision to read printed materials and a computer screen.
  • Hearing and speech to communicate in person and over the telephone.
  • The ability to lift, carry, push, and pull materials and objects averaging a weight of 20 pounds.
