Job summary

The City of Richmond Department of Public Utilities seeks an Accounting Manager for the Fixed Assets Unit to oversee the fixed asset accounting team, ensuring GAAP compliance and accurate asset records. You will collaborate with Finance and IT on the RAPIDS/Oracle backbone and supervise staff to keep the Utilities Book current.

The role requires supervisory experience, CPA preferred, and a strong background in fixed assets, depreciation, and SOPs.

Qualifications

Bachelor’s degree in accounting, finance, business administration, or a related field.
MBA or Master’s in Accounting preferred.
Five years of journey-level professional accounting experience.
Two years of supervisory experience.

Responsibilities

Managing the department's monthly and year-end closing processes and reconciliations related to fixed assets and CWIP.
Providing leadership, training and supervision of staff.
Managing division relationships.
Initiating disciplinary action when appropriate.
Implementing and maintaining proper financial controls.
Ensuring financial accounts are reviewed and monitored in accordance with GAAP.
Assisting with planning, reviewing, preparing and monitoring routine and special monthly and annual capital spending.
Assisting with preparation of rate and county cost of service models.
Analyzing, developing, and recommending standard operating procedures for DPU's Fixed Assets.
Assisting internal and external auditors.
