Position Summary

The Accounting Manager owns Horizon's accounting function and is accountable for financial records that leadership can act on without independently re-verifying them. This role closes the books for two related entities, maintains accrual-basis financial statements, produces location-level and service-line profitability reporting, and maintains the rolling cash forecast the executive team uses to plan.

This is a build seat as much as an operating one: standing up an operating budget, variance reporting, and a recurring cash forecast is a first-year requirement. The position supervises one bookkeeper and is expected to grow into full ownership of the accounting function as an active advisory engagement concludes.

Essential Functions
1. Monthly Close & Financial Statement Integrity
  • Close both entities on a published monthly calendar, reconciling all balance sheet accounts, not cash alone.
  • Maintain a written exception log for unresolved close items and elevate rather than post entries that merely balance.
  • Maintain accrual-basis books, including accrued payroll, accrued expenses, prepaid balances, and accrued liabilities.
  • Provide the monthly financial package to the CEO with a written summary of key drivers and open items.
2. Cost Allocation, Multi-Entity & Grant Accounting
  • Maintain a documented allocation methodology across locations and service lines, reviewed with the CEO at least semi-annually.
  • Produce profit and loss reporting by location and service line to inform program-level decisions.
  • Tie out intercompany balances between both entities every month.
  • Maintain fund accounting for restricted and unrestricted grants, including federal award reporting.
3. Cash Forecasting & Liquidity Reporting
  • Own the thirteen-week rolling cash forecast and put it into weekly production, distributed every Monday.
  • Assemble and challenge forecast inputs from revenue cycle, payroll, accounts payable, and debt service.
  • Identify weeks of projected constraint early enough that action remains available.
  • Reconcile forecast to actual each week and correct assumptions that missed.
4. Budgeting & Management Reporting
  • Build the annual operating budget by location and service line in partnership with department leadership.
  • Stand up and run monthly budget-to-actual variance reporting with written explanation of material drivers.
  • Produce departmental and vendor-level spend reporting to support cost-management decisions.
5. Supervision & Internal Controls
  • Supervise the bookkeeper's accounts payable, coding, and reconciliation work, building toward independent ownership.
  • Maintain segregation of duties between transaction entry, reconciliation, and payment authorization.
  • Document accounting procedures so the function survives the absence of any individual.
  • Identify and report control gaps, including within this position's own scope.
Decision Rights and Authority
  • Decides without prior approval: close calendar and process, journal entries within documented policy, account classification, and bookkeeper task priorities.
  • Recommends; CEO decides: allocation methodology changes, accounting policy changes affecting reported results, and capitalization thresholds.
  • Escalates immediately: any projected cash shortfall, material misstatement in a closed period, control gap, missed close date, or grant expenditure outside permitted use.
Knowledge, Skills, and Abilities
  • Demonstrated ownership of a full monthly close cycle, including balance sheet reconciliation, across multiple locations or cost centers.
  • Working command of accrual-basis accounting and sound judgment where source documentation is incomplete.
  • Experience with cost allocation across locations, departments, or service lines, including shared and personnel costs.
  • Experience maintaining books for more than one legal entity, including intercompany reconciliation.
  • Fund accounting for restricted grant funds and grant financial reporting, including federal awards.
  • Demonstrated experience supervising or training accounting or bookkeeping staff.
  • Fluency in general ledger and cloud accounting platforms, including dimensional tracking structures.
  • Advanced spreadsheet capability, including building and maintaining a multi-variable cash forecast model.
  • Ability to work directly with executive leadership and defend a position with documentation.
Qualifications
  • High school diploma or GED.
  • Bachelor’s degree in Accounting, Finance, or a closely related field, or equivalent demonstrated accounting capability.
  • Demonstrated experience owning a monthly close in a multi-entity or multi-location environment.
  • Must pass a background check and fingerprint clearance as required for employment with a licensed behavioral health organization in Arizona.
  • Certified Public Accountant licensure is not required.

  • Extended hours may be required during monthly close, annual budget preparation, and year-end.
  • Access to protected health information and confidential financial records; adherence to HIPAA and 42 CFR Part 2 is a condition of the position.
