JOB DESCRIPTION

Title: Accounting Clerk

Department: Budget Management

Job Purpose Statement: Perform duties to ensure accurate accounting records while performing a variety of accounting and clerical tasks. This role ensures accountability, fiscal responsibility, and transparency in the management of public funds.

Reporting Structure: Director, Administration.

Essential Job Functions
  1. Balance cash register receipts; prepare daily deposits and deliver to the bank.
  2. Prepare cash drawer for the front-desk.
  3. Upload and post daily payments to Accounting system.
  4. Enter various journal entries and adjustments to the general ledger.
  5. Assist with month-end and year-end close processes.
  6. Prepare invoices and pursue payment on outstanding account balances.
  7. Reconcile assigned balance sheet accounts.
  8. Reconcile permits and connection fees.
  9. Prepare utility and credit card bills for payment by accounts payable.
  10. Reconcile bank statements.
  11. Provide clerical assistance in the budget preparation process.
  12. Process applications for the District’s automatic user charge billing system.
  13. Provide back-up assistance for Accountant.
  14. Assist with annual financial audit.
  15. Create various standard and specialized reports.
Physical and Visual Activities

Physical Demands

Lift less than 1 lb. and up to 5 lbs. up to 15% of the time. Must carry bag containing bank deposits. Computer printouts and bound documents are filed and/or carried a short distance at waist height.

Environmental/Atmospheric Conditions

Inside conditions, hazards, usual office environmental conditions.

Outside conditions – Hazards, traffic/weather-dependent when driving to the bank.

Job Qualification Requirements
Knowledge

Bachelor’s degree in Accounting, Finance, or a related is required. Working knowledge of core accounting concepts and general ledger. Proficient in Microsoft Office, particularly with Excel. Requires ability to meet established deadlines. Must be able to work independently and collaboratively. High level of integrity and attention to detail. Requires ability to perform detailed work involving written or numerical data and to make calculations rapidly and accurately. Requires ability to establish and maintain satisfactory working relationships with other employees and the public.

Experience

Minimum of 3 years’ experience in related job, preferably in governmental or not-for-profit accounting.

Machines, Tools, Equipment (Office and Industrial), Software

Proficiency in Enterprise business and accounting system, MS Office suite, including MS Word, MS Excel and MS Access, calculator and other common office equipment. Experience with Great Plains is preferred.

Licenses/Certifications

Valid driver’s license.

Other

Must be able to work with minimal supervision. Excellent verbal and written communication, computer, math, analytical, organizational, and problem-solving skills. Strong problem-solving skills with experience researching and resolving discrepancies.
