Job summary

NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND in Washington, DC seeks an Accountant (Staff) to apply expert accounting and auditing principles within the Financial Management Department.

The position requires specialized experience at GS-12 level or equivalent, including internal control, federal regulations, and reporting; collaboration with customer organizations and management.

  • Experience communicating justifications and recommendations for corrective actions.

Job description

You will serve as an ACCOUNTANT (STAFF) in the Financial Management Department of NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • 1) Mastering accounting and auditing theories, principles, practices, procedures and techniques independently performing a variety of internal control related assignments;
  • 2) Identifying risks and developing corrective actions to address the root cause of the problem;
  • 3) Applying expert knowledge of Federal accounting regulations (e.g., OMB Circular A-123), guidance, policies, and procedures to perform complex internal control and audit functions;
  • 4) Utilizing automated system design procedures to describe system specifications and requirements and to conduct comprehensive assessments of the design, utilization and reporting operation;
  • 5) Applying knowledge of organizational or program practices, policies, functions, and programs to advise managers on changing program and system operations;
  • 6) Developing guidance, narratives, procedures and flowcharts to cover the full spectrum of financial reporting, operational and system activities to assist programs with resolving complex issues and address areas of risk;
  • 7) Communicating and presenting justifications and recommendations for corrective actions for process improvement and resolving complex issues;
  • 8) Establishing and maintaining effective working relationships with officials of customer organizations and with other officials to coordinate program activities.
