Job description

Summary Objective

The purpose of this position is to perform professional financial accounting and reporting activities for assigned funds to ensure that accounting records fairly and accurately represent the financial position of the City. Primary duties include organizing, maintaining, reviewing, and interpreting financial records, providing auditing and financial controls relating to federal, state, and local grant programs, preparing financial statements and reports, and participating in the design and revision of manual and automated accounting systems.

This class works under general supervision, independently developing work methods and sequences.

Essential Functions

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Analyzes data, accounts and reports.
  • Records the City’s assets acquisition, disposition, and depreciation.
  • Reconciles the capital asset subsidiary system to the financial statements.
  • Prepares detailed and summarized capital asset schedules for the financial statements.
  • Conducts periodic physical inventories of the City’s capital assets and inventories and compares to assets reported on the financial statements.
  • Reconcile balance sheet accounts. Includes all adjusting work, retainage payable and construction in progress, matching and reconciling sources documents.
  • Provides pertinent financial data/reports and recommendations to senior administrators.
  • Analyzes accounts and accounting records and updates all related fixed asset schedules to facilitate the annual financial audit.
  • Performs monthly interfund transfers and reconciles the “Due to” / “Due from” accounts.
  • Creates and monitors the system of controls, procedures and forms to record the City’s capital assets.
  • Assigns tag numbers to the City’s capital assets.
  • Prepares interim financial reports, monthly reports, and other financial reports.
  • Other duties, responsibilities, and activities may change or be assigned at any time with or without notice.
Typical Qualifications

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Bachelor’s Degree in Accounting.
  • Four (4) years of accounting or closely related experience or an equivalent combination of education, training and experience.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.

  • Knowledge of governmental and/or general accounting procedures; the preparation process for financial statements in conformity with generally accepted accounting principles; governmental accounting standards board and preferred business practices
  • Skill in prioritizing work assignments; analyzing, preparing, checking and balancing routine fiscal transactions and accounts; processing large volumes of numerical data; effective oral and/or written communication; analyzing and interpreting financial records; resolving problems or situations requiring the exercise of good judgments; the operation of a computer, particularly word processing, spreadsheet programs, and 10-key calculator; classifying fiscal data; and preparing accurate and complex financial statements.
  • Ability to establish and maintain effective working relationships with City officials, vendors, and the general public.
  • Ability to use small office equipment and computers.
Physical Demands

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
