Brief Job Description

The Texas Civil Commitment Office (TCCO) Accountant reports to the Chief Financial Officer and is responsible for preparing financial documents, including invoices, requisitions, vouchers, payments, and revenue receipts; receiving and recording checks; and preparing monthly reports on activity.

Essential Job Functions
  • Oversee and prepare financial documents (invoices, vouchers, payments, revenue receipts, and deposits) for accuracy and completeness, ensuring compliance with departmental policies, procedures, and state and federal laws.
  • Ensure the accounting function stays abreast of changes in applicable state and federal law and that all financial transactions are accurately coded, posted, and tracked.
  • Maintain accounting records of all transactions and adhere to the established record‑retention schedule.
  • Prepare monthly and annual expenditure reports, conduct detailed analysis of appropriated funds, identify trends and patterns, and prepare recommendations to the Chief Financial Officer and Executive Director to ensure expenditure control and keep expenditures within budget limits.
  • Process expenditure transfer vouchers to allocate expenditures to the appropriate funds, including special disaster‑related program cost accounts (PCA).
  • Develop and maintain accounting procedures and policies, including monthly reconciliation of grant payments, creation and entry of deposit and payment vouchers in CAPPS, and running reports in USAS and CAPPS.
  • Participate in CAPPS user groups and training, recommending process improvements to the accounting system.
  • Oversee the assembly of required documentation for procurement of goods and services, ensuring correct accounts, program codes, and PCA, and manage new purchase requisitions and contract amendments in CAPPS Financials.
  • Coordinate with HHSC’s Procurement and Contracting Services to obtain purchase orders, fill out receipts for purchased equipment, obtain asset tags for state‑tracked assets, and re‑order office supplies on time.
  • Monitor encumbrance balances and initiate purchase order balance increases when necessary.
  • Train other agency staff on financial processes and procedures, provide guidance on cost‑recovery tracking, and oversee the accuracy of revenue files.
  • Perform other assigned work as needed.
Knowledge, Skills, and Abilities
  • Proficiency in the use of office equipment and computer software, particularly MS Excel.
  • In‑depth knowledge and extensive experience performing all accounting operations in a state agency.
  • Clear understanding of state and federal accounting best practices, and the ability to accurately interpret and apply laws and regulations.
  • Ability to write policies and procedures, and to train others.
  • Excellent oral and written communication skills.
Registrations, Licensure Requirements or Certifications

Valid Texas Driver’s License.

Initial Screening Criteria

High school diploma required; bachelor’s degree preferred. Experience in state fiscal operations and processing vendor payments for goods and services.
