Qualifications

  • Bachelor’s degree with 24 accounting hours and 2 years of accounting experience.
  • Master’s degree may substitute for one year of experience.
  • CPA license may substitute for the education requirement.

Responsibilities

  • Maintain general ledger and review financial transactions.
  • Post, review, and approve accounting transactions per policy and GAAP.
  • Process revenue collections and analyze delinquent accounts.
  • Prepare grant accounting entries and reconciliations.
  • Prepare asset, liability, and inventory accounting entries.
  • Reconcile general ledger and bank accounts; investigate discrepancies.
  • Prepare financial statements and variance analyses for management.
  • Prepare audit work papers and respond to inquiries.
  • Assist departments with procedural/financial information.
  • Participate in moderately to advanced projects.
  • Maintain internal accounting controls.

Job description

Overview

Accountant II located at the Permitting and Development Center (PDC). This is a full-time position. The role focuses on posting and applying revenue, reconciling accounts, and providing financial information and guidance to internal departments and external customers.

Responsibilities
  • Maintain general ledger information and review financial transactions by creating and/or monitoring electronic files and/or accounting documents.
  • Post, review, and/or approve accounting transactions of intermediate to high value/complexity in accordance with City policy, applicable laws and regulations, GAAP, and sound business practices.
  • Process revenue collections and/or customer payments; analyze delinquent accounts; calculate/assess delinquent fines/fees for supervisor/manager review; prepare/review accruals and/or other accounting entries in line with policy and GAAP.
  • Prepare and/or review grant accounting entries and reconciliations by compiling and analyzing general ledger information.
  • Prepare and/or review asset, liability, inventory, and/or capital accounting entries by compiling and analyzing general ledger information.
  • Reconcile general ledger and/or bank accounts; investigate discrepancies and resolve issues with supporting documentation.
  • Prepare financial statements and/or special reports (balance sheets, income statements, cash flows) including variance analysis and trend review to support management decisions.
  • Prepare audit work papers for annual or special audits; provide explanations of city policy/procedures and respond to auditor inquiries timely and accurately.
  • Assist departments and other internal or external customers by providing procedural/financial information and guidance with automated or manual systems.
  • Participate in projects of moderate to advanced complexity and support components of more complex projects.
  • Maintain financial controls by following established internal accounting controls.
Knowledge, Skills, and Abilities
  • Knowledge of bookkeeping procedures and generally accepted accounting principles (GAAP).
  • Knowledge of preparing financial statements in conformity with GAAP.
  • Knowledge of financial reporting concepts and best practices.
  • Effective verbal and written communication skills.
  • Ability to analyze and interpret financial records and process large volumes of numerical data.
  • Ability to perform basic mathematical calculations and balance routine fiscal transactions and accounts.
  • Ability to establish and maintain good working relationships with City employees and the public.
Minimum Qualifications
  • Bachelor’s degree from an accredited college or university with major coursework in Accounting; twenty-four (24) semester hours in Accounting; plus two (2) years of accounting experience.
  • Master’s degree may substitute for one (1) year of experience.
  • CPA license may substitute for the education requirement.
Preferred Qualifications
  • Intermediate knowledge of Microsoft Office (Excel, Access, Outlook, Teams, Word).
  • Experience with financial systems and applications, including Advantage 4 or similar.
  • Experience with accounts receivable including billing, posting customer payments, and revenue collections.
  • Experience processing and/or reviewing accounting entries and reconciliations.
  • Experience with bank reconciliations.
  • Experience researching discrepancies relating to customer accounts, payments, and the general ledger.

Position Overview

DSD seeks an Accountant II responsible for posting and applying revenue for DSD and other departments, including revenue reconciliation and tracking per city cash policy. The role includes reporting revenue by source and date, issuing refunds (credit card or check), conducting account and bank reconciliations, and assisting as a cashier. The Accountant II reports to the Financial Manager II in the Financial Services Division.
