Job description

Riverside University Health System (RUHS), part of the County of Riverside, is currently seeking Accountants I and II to join various divisions within its Medical Center, Behavioral Health, and Public Health departments.

This announcement establishes an applicant pool for current and future openings. Position levels will depend on department needs and candidate qualifications. Applications will remain valid for 180 days. The Recruiter will review and refer qualified competitive applicants as positions become available. Accountant I serves as a progression underfill for Accountant II. Incumbents are expected to advance after one year, meeting education and performance criteria. Failure leads to reverting to prior classification or probationary release for new hires.

Schedule:
Weekdays - Day Shift

The schedule will likely be either a 9/80 or 5/8 format, depending on the assignment. Some assignments may offer hybrid schedules; however, these arrangements will not be determined until the point of offer.

1. Establish, review, revise, and maintain controls on fiscal recordkeeping functions in an assigned unit.
2. Examine and analyze fiscal recordkeeping systems and procedures.
3. Examine, analyze, and verify fiscal documents (e.g., vouchers, warrants, requisitions, purchase orders, receiving records, and invoices).
4. Prepare trial balances, reconciliations, work sheets, and schedules.
5. Prepare a variety of accounting, statistical, and narrative reports.
6. Review, evaluate, and may assist in the preparation and maintenance of the budget and internal controls.
7. Prepare recommendations for the installation of new or revised accounting and cost systems, procedures, and records.
8. Analyze the classification and distribution of income and expenditures to proper accounts.
9. Develop complex rate or cost models.
10. Track, report, and reimburse routine federal or state grants.

ACCOUNTANT I

OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.

OPTION II
Certification: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.

OPTION III
Education: Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.
Experience: One year equivalent to the County of Riverside Accountant Trainee classification.

OPTION IV
Education: Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.
Experience: Three years of paraprofessional accounting experience equivalent to the County of Riverside Accounting Technician classification series.

ACCOUNTANT II

OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework. (One year of experience as a professional accountant with the County of Riverside may substitute for the 18 semester or 27 quarter units of specialized coursework.)
Experience: One year of professional level accounting experience equivalent to a County of Riverside Accountant I classification.

OPTION II
Certificate: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.
Experience: One year of professional level accounting experience equivalent to a County of Riverside Accountant I classification.
